The purpose of this study is to understand the reality of imperial medicine by exploring the strategic attitude of the Japanese authority targeting the public who were not patients of Hansen's disease. For this purpose, this study examines the mass media data related to Hansen's disease published in Korea and Japan during the Japanese colonial rule. Research on Hansen's disease can be divided into medical, sociohistorical, social welfare, and human rights approach. There are medical studies and statistics on the dissemination of medical information about Hansen's disease and management measures, the history of the management of the disease, guarantee of the rights of the patients and the welfare environment, and studies on the autobiographical, literary writings and oral statements on the life and psychological conflicts of the patients. Among existing research, the topics of the study on Hansen's disease under the Japanese colonial rule include the history of the Sorokdo Island Sanatorium, investigation on the forced labor of the patients in the island, human rights violations against the patients, oral memoirs of the patients and doctors who practiced at that time. All of these studies are important achievements regarding the research on the patients. An important study of Hansen's disease in modern Japan is the work of Hujino Utaka, which introduces the isolation of and discrimination against the patients of Hansen's disease. Hujino Utaka's study examines the annihilation of people with infectious diseases in Japan and its colonies by the imperial government, which was the consequence of the imperial medical policies, and reports on the isolation of Hansen's disease patients during the war. Although these researches are important achievements in the study of Hansen's disease in modernity, their focus has mainly been on the history of isolation and exploitation in the Sorokdo Island Sanatorium and discrimination against the patients within the sanatorium, which was controlled by the director of the sanatorium. Consequently, the research tends to perceive the problem within the frame of antagonism between the agent of imperialism and the victims of exploitation by the hands of imperialism. Hence, it has limitations in that it has not fully addressed the problem of the people who were not Hansen's disease patients and as such, existed somewhere in between the two extremes in the process of administering medicine under the imperial rule. The purpose of this study is to identify the direction of imperial medicine in the history of Hansen's disease in Japan and to comprehend the characteristics of policy on Hansen's disease developed by Mitsuda Kensuke, who was behind the policy of imperial medicine, and examine the process of imperial medicine reaching out to the people (of Japan and its colonies). To achieve the goal, this study explores how the agent of imperial medicine gain the favor the public, who are not Hansen's disease patients, by means of the mass media. Specifically, this paper examines data in the Japanese language related to Korean patients of Hansen's disease including the mass media data on Hansen's disease in the source book titled The Collection of Data on Hansen's Disease in Joseon under the Colonial Rule(8 volumes) compiled by Takio Eiji, which has not been studied until now. It also reviews the cultural and popular magazines published in Japan and Joseon at that time.

The Singapore Medical Journal (SMJ) has in the past 55 years reflected the phenomenal socioeconomic progress of Singapore. Publications in the pre-independent years were mainly on diseases like cholera, diphtheria, leprosy, tetanus and worm infestation. In the new millennium, the research papers included molecular genetics, health economics, obesity, Internet medicine, cancer, cosmetic surgery and palliative medicine. The annual SMA Lecture published in the SMJ provides an ethical compass for doctors to remind them of primum non nocere.

This research mainly dealt with sanitation and hygiene related editorials quoted from educational magazines published in Chosun until the Manchurian Incident during the Japanese colonial period. The study revealed that modern Japan became aware of the importance of public sanitation from the late nineteenth century and established modern programs so that schools can comprehensively teach students about sanitation and hygiene so as to enter modern imperial society. Japan particularly introduced and carried out modern physical(gymnastics) education as a means of "complete sanitation and hygiene" to improve students' health. As a result of having two times of war, the Japanese Empire reaffirmed the significance of modern sanitation and hygiene. After colonization of Chosun, Japan organized official educational groups and enlightened the public about sanitation and hygiene through editorials on the educational magazines which the groups had published. In order for schools to promote complete sanitation and hygiene based on modern medicine, Japan actively engaged in suggesting the necessity of physical(gymnastics) education which was critical to human's growth and development. After Japanese Government-General of Korea legislated on school hygiene in 1913, Japanese governments school started hiring school doctors and nurses. They stressed the need of providing sanitation and hygiene education in school to prepare for war in 1910's in advance; highlighted that physical (gymnastics) education should be enforced to help students grow and improve their physical strength from a modern medical point of view. In April, 1919, the Japanese Empire implemented the same instruction to the schools where Chosun people attended. But it was found that the law was not applied well to those schools in effect. The Japanese Empire was seen to proclaim the second educational decree in 1922; proposed international hygienic achievement of the time and comments; enlightened the public by connecting "Fletcherism" of the USA with rice crisis, which was a big social issue back then. In an attempt to complement modern sanitation and hygiene, Japan strongly recommended students appropriate physical gymnastics as the most desirable and complete sanitation method, saying it would help them correct their imbalanced condition-which was found from physical examination - and grow up. They even claimed such an absurd logic that ones whose body did not develop normally tend to become criminals, reflecting the then atmosphere of the society, and considered military gymnastics as one of the most important sanitation and hygiene factors that positively influence growth and development. All the fact that Japan tried hard to apply the practice to students cannot be ignored.

Studies on the history of Western medicine in Korea began to be actively conducted and published since the restart of the Korean Society for the History of Medicine in 1991, which had been originally inaugurated in 1947, and the publication of its official journal, the Korean Journal of Medical History in 1992. In 1970s and 1980s, even before the start of the Journal, articles on a history of Western medicine were published mainly written by physicians in medical journals. This paper aims to provide an overview of the publications on the history of Western medicine in Korea, comparing papers published in the Journal with those published in other journals. Authors of the papers in the Journal are those who majored in history of medicine or history science whose initial educational backgrounds were medicine or science, whereas authors of the papers in other journals majored in Western history, economic history, social history, religious history, or women's history. While a large portion of papers in the Journal deal with medicine in ancient Greek or in modern America with no paper on medieval medicine, the papers in other journals deal with more various periods including ancient, medieval and modern periods and with diverse areas including France, Britain, Germany, Europe etc. Recent trends in 2000s show an increase in the number of researchers who published the history of Western medicine in other journals, total number of their publications, and the topics that they dealt with in their papers. In contrast, however, the number of researchers published in the Journal, the number of the papers and its topics - all decreased in recent years. Only three papers on the history of diseases have been published in the Journal, while eleven published in other journals. In order to stimulate research on the history of Western medicine in Korea, concerted efforts are necessary including academic communication among various disciplines, formulation of a long term plan to enlarge the pool of researchers and readers of the history of Western medicine, and development of strategic educational programs for both graduates and undergraduates including students of medicine and of humanities in Korea.
