During the reign of Japanese Government-General of Korea (Joseon) from 1910 to 1945, the main health professionals who were educated about modern medicine were categorized into physicians, dentists, pharmacists, midwives, and nurses. They were clearly distinguished from traditional health professionals. The regulations on new health professionals were enacted, and the licensing system was enforced in earnest. There were two kinds of licensing systems: the license without examination through an educational institution and the license with the national examination. The Japanese Government-General of Korea (Joseon) combined education with a national examination system to produce a large number of health professionals rapidly; however, it was insufficient to fulfill the increasing demand for health services. Therefore, the government eased the examination several times and focused on quantitative expansion of the health professions. The proportion of professionals licensed through national examination had increased. This system had produced the maximum number of available professionals at low cost. Furthermore, this system was significant in three respects: first, the establishment of the framework of the national licensing examination still used today for health professionals; second, the protection of people from the poor practices of unqualified practitioners; and third, the standardization of the quality of health.

From cooperation between World Federation of Acupuncture-Moxibustion Societies (WFAS) and World Health Organization, works of academics and standardization, acupuncture-moxibustion education, technique service, organization development, etc., the 27-year development of WFAS since 1987 was summarized and reviewed in details. The growth of WFAS witnesses and promotes the development of acupuncture and moxibustion in the world, so by learning the experience and lessons, WFAS could have a wider path, becoming a core organization for communicating and promoting the development of acupuncture, even the traditional medicine in the world.

PURPOSE: The purpose of this study is to show the development of community health nursing in Korea in light of the life of Lee Keumjeon (1900~1990), who devoted her life to community health nursing. METHODS: Primary and secondary sources were collected and analyzed. RESULTS: Lee could get high level education up to college courses, which was very exceptional at that time in Korea. She got nursing and midwifery education in Severance Hospital (1929) and majored in public health nursing at Toronto University (1930). Then, she worked in mother-and-child health practice for more than 10 years. She helped the Korean Nurses' Association to publish Public Health Nursing (1933) and other nursing books. After the liberation of Korea, she became a governmental official in the public health nursing field and tried to establish the national public health nursing system. During the Korean War, she devoted herself to nursing education and practice at nursing schools and hospitals. After the war, she worked as president of the Korean Nurses' Association. In 1959, Lee was given the Nightingale award. Although she retired in 1960, she continued to devote herself to the development of nursing, and published her book Public Health Nursing (1967). CONCLUSION: Lee worked from 1920s to 1960s for the development of nursing in Korea and during the period Korean nursing showed great development to national system and professional status.

The year 2008 marks the 55th anniversary of the graduate public health programme in Singapore. This article traces the evolution of the programme-from the Diploma in Public Health in 1953 to the Master of Public Health in 2007--in response to changing challenges and needs. It also discusses the role Singapore can continue to play in addressing global inequities in access to public health education and in strengthening public health capacity in the region and beyond.

PoKuNyoKwan was established in 1887 by Meta Howard, a female doctor who was dispatched from Woman's Foreign Missionary Society, an evangelical branch affiliated with U.S. North Methodist Church. PoKuNyoKwan was equipped with dispensaries, waiting rooms, pharmacies, warehouses, operating rooms, and wards for about 30 patients. It used a traditional Korean house, which was renovated for its medical purpose, in Ewha Haktang. Residing in Chung Dong, the medical institution had taken care of women's mental and physical health for about 25 years, until it was merged with East Gate Lillian Harris Memorial Hospital in 1912, and then its dispensary function was abolished in 1913. Medical missionaries(Meta Howard, Rosetta Sherwood, Mary M. Cutler, Emma Ernsberger, Esther K. Pak, Amanda F. Hillman) and nurse missionaries(Ella Lewis, Margaret J. Edmunds, Alta I. Morrison, Naomi A. Anderson), who were professionally trained in the United States, and their helpers, who were trained by those missionaries, managed PoKuNyoKwan. Nurses who were educated in Nurses' Training School, which was also established by PoKuNyoKwan, helped to run the institution as well. At the beginning, they usually had worked as a team of one medical missionary and three helpers. Since its establishment in 1903, however, the helpers began to enter the Nurses' Training School to become professional nurses, and the helpers eventually faded out because of the proliferation of those nurses. PoKuNyoKwan did not only offer medical services but also executed educational and evangelical activities. Medical missionaries struggled to overcome Koreans' ignorance and prejudice against westerners and western medical services, while they took care of their patients at office, for calls, and in hospital dispensaries. Enlightening the public by criticizing Korean traditional medical treatments including fork remedies, acupuncture, and superstitions, they helped modernization of medical systems in Korea. In the area of education, Rosetta Sherwood taught helpers basic medical science to make them regular medical staff members, and Margaret J. Edmunds established the Nurses' Training School in PoKuNyoKwan for the first time in Korea. The nurses who graduated from the school worked at PoKuNyoKwan and some other medical institutions. Evangelical activities included Bible study in the waiting rooms of PoKuNyoKwan and prayer meeting on Sunday for those who were treated in PoKuNyoKwan. The institution in the end worked as a spot for spreading Christianity in Korea. As the first women's hospital, PoKuNyoKwan attempted to educate female doctors. Eventually, it played a role as a cradle to produce Esther K. Pak, who was the first female doctor in Korea. The hospital also ran the first nurse training center. It was, in a real sense, the foundational institution to raise professional practitioner undertaking medical services in Korea. Therefore, it is reasonable to say that PoKuNyoKwan provided sound basis for the development of modern medical services for women in Korea.

This article explores the setup and development of the provincial medical system during the early days of Koryo(918-1392) Dynasty. Under the reign of King HyunJong(1009-1031) the dualistic medical system of the UiSa(a medical officer) and the YakJumSa(a provincial medical officer) was established. The former, the officer of central government, were sent to the local government, and the latter, the successor of provincial powerful clan, operated the YakJum. The Uisa supervised the YakJumSa in 13 local governments, and it indicates the will and the limitation of the power of Koryo government. On the other hand, a great number of the YakJumSa were spreaded throughout the country except the capital and the vice capital, and it means the development of medical system during the early days of Koryo. The missions of the Uisa and the YakJumSa were instructing the medical students, collecting the tribute herbs, treatment, and relieve the poor people. And they just took the right of collecting tax of the land as their salaries, and it was different from the another officers. This dualistic medical system of the UiSa and the YakJumSa got under way in the reign of King MoonJong(1046-1083). But after the reign of King YeJong(1105-1122) the YakJumSa became the only provincial medical officer as the UiSa had been perished for reducing the ruling system. So the monistic medical system of the YakJumSa was the final provincial medical system of Koryo. Despite accomplishing the nationwide medical network with the YakJumSa, Koryo government failed to maintain and develop the provincial medical system with the UiSa. And it caused the difference of medical standard between the ruling class of the capital and the people of the province. Therefore, it can be said that the important principal of the medical system of Koryo was hierarchy accordance with the regional difference.

After graduating from Severance Medical College in 1916, Chang Sei Kim went to Shanghai to work as a missionary in a adventist hospital. The establishment of the Korean Provisional Government led him to participate in the independence movement. Educating nurses to assist the forthcoming war for independence, he seemed to realize the fact that the health of Koreans would be a key factor for achieving independence. He left for the U.S. to conduct comprehensive research on medicine. Chang Sei Kim was the first Korean to receive a Ph. D. degree of Public Health, graduating from the Johns Hopkins School of Hygiene and Public Health in 1925. He then gained an opportunity to work for Korea as a professor at Severance Medical College. His objective was the 'Reconstruction of the Korean People In Terms of Physical Constitution.' He pointed out that Koreans' weak state of health was a major reason for Korea's colonization. To gain independence, he emphasized that the Korean people should receive education on public health in order to improve the primitive conditions of sanitation. There is little doubt that Chang Sei Kim's ideas developed Heungsadan's views on medicine in terms of its stress on cultivation of ability, especially considering the fact that he was a member of the organization. As a member of the colonized who could not participate in the developing official policy, Chang Sei Kim was not able to implement his ideas fully, because an individual or a private organization could not carry out policy on public health as large a scale as the government did. Never giving up his hopes for Korean independence, he rejected requests to assume official posts in the Government-General. That was why he was particularly interested in the Self-Governing Movement in 1920s Korea. If the movement had attained its goal, he might have worked for the enhancement of sanitary environment as a director of Sanitary Department. His application for funding to establish a hygiene laboratory in Korea was rejected by Rockefeller Foundation, as the policy of foundation was to finance only government institutes, not private ones. Resigning his position at Severance Medical College in 1927, Chang Sei Kim went to Shanghai to work as a Field Director in the Council on Health Education. The council was affiliated with the Rockefeller Foundation and was founded to ameliorate the hygienic situation in China. He was well fitted to the job, because China, like Korea, shared the aim to achieve independence by promoting better health for its people and because he could be appointed as a public officer which could not happen in colonial Korea. To solve the ever-serious problems with tuberculosis in China, he went again to the U. S. to conduct research and raise money for the establishment of a sanitarium. Chang Sei Kim passed away there in 1934 at the age of 42.

Studies on medicine in North Korea have suffered from the lack of material and from the lack of reliability of information. So far, studies on North Korean medicine have centered on the health care system, and medical education system based upon the official data and interviews on refugees from North Korea. The author had a travel grant for archive research to National Archive Center II and Library of Congress from Association of Asian Studies in U.S.A. and photocopied volumes of a North Korean medical journal called In-Min-Bo-Gun(People's Health) published in 1949-1950, and 1957-1960 Captured by the U. S. Army during the Korean War and declassified in 1977 the journal volumes are rare and valuable resources for historical study. This study aims to analyze the form and contents of the available volumes of the journal. As an official journal of the Ministry of Health, North Korea, the primary purpose of the journal was to mobilize all the people who worked in medicine and public health, and to make them implement the public health policies of North Korean government. Accordingly, various categories of people wrote and read the journal from high officials to local public health workers. The genre of the articles published in the journal was also various including papers, declarations, speeches, reports, scientific papers, case reports, news, criticism, conte, poem, essays, and many more. This study showed that In-Min-Bo-Gun(People's Health) was at the center of the Hygiene Reform Movement during the Cultural Revolution from 1958-1959 as an important media that connected health workers and the North Korean government.
