In the context of current healthcare reforms,county-level public hospitals play an important role in connecting urban and rural healthcare services.These hospitals are the leaders of rural three-tier healthcare service networks and the link be-tween urban and rural healthcare service systems.Their high-quality development is crucial for improving the quality of medical services and addressing the needs of grassroots populations.At the same time,hospital consortium construction serves as an impor-tant measure to improve the level of grassroots medical and healthcare services and enhance services quality in the new era.Party building guides the development of hospital consortium and plays a vital role in promoting the integration and allocation of medical resources in county-level public hospitals,the education and training of talent teams,and the capability and quality of comprehen-sive services.However,the construction and development of hospital consortia face many challenges,such as insufficient downward allocation of high-quality resources,limited workforce mobility,and underdeveloped grassroots party organizations.To address these issues,hospital consortia should prioritize public welfare in party building activities,facilitate technical resource sharing,encourage talent mobility,and optimize organizational structures.These measures will explore effective paths to advance the high-quality develop-ment of county-level public hospitals,and comprehensively promote the steady implementation of the"Healthy China Initiative".

Dissemination of legal knowledge is a fundamental component of establishing the rule of law.Effective imple-mentation of legal education is of paramount importance for enhancing the capacity of public hospitals to govern in accordance with legal frameworks while mitigating institutional risks.Confronting challenges including insufficient legal awareness among staff,scarcity of specialized personnel,and work-education conflicts during implementation,the Sixth Affiliated Hospital,of Sun Yat-sen University has adopted a multidimensional strategy.This approach involved clarifying departmental accountability,optimizing internal regulatory frameworks,leveraging leadership engagement from key administrators,and targeting high-risk domains such as clinical practice and procurement management.Through these efforts,the hospital has fostered a concerted force for law popu-larization,solidified its foundation,intensified its efforts,and developed distinctive approaches in this regard.Consequently,it has achieved certain results in law popularization,with its system gradually improving,a significant enhancement in legal aware-ness,a steady decline in complaints and disputes,and successful support for the review of its tertiary hospital status.These a-chievements provide actionable insights for law popularization efforts in public hospitals.
3.Application of aiot-based uninterruptible power supply risk management system for hospitals

Objective To enhance the risk management of hospitals for uninterruptible power supply(UPS),ensuring the safety of doctors and patients and regular medical services.Methods Risks of hospital UPS were analyzed and classified to establish a risk database.Additionally,the artificial intelligence of things(AioT)system and joint prevention and control man-agement mode were integrated to identify,classify,warn,and track UPS risks,thus developing an efficient and intelligent closed-loop system of UPS risk management.Results The full coverage of 47 UPS systems and 102 sets of 2 335 batteries across the entire hospital significantly reduced operational risks and enhanced emergency response and disposal capabilities.Conclusion The implementation of an AIoT-based UPS risk management system has markedly improved the security and management efficien-cy of hospital UPS applications,elevating the level of refined management in hospitals.
4.Follow-up and pre-visit model in public hospitals from the perspective of value co-creation

Objective By exploring the establishment of a follow-up and pre-visit model,this study aims to facilitate the development of a modernized Chinese medical service model for public hospitals,characterized by optimized workflows,continu-ous care models,efficient services,comfortable environments,and patient-centered attitudes,thereby improving patient experi-ence and enhancing the quality of outpatient follow-up visits.Methods Under the value co-creation framework,with both healthcare providers and patients as core value stakeholders,this program introduced a self-service examination appointment plat-form,established a follow-up and pre-visit process,and implemented time-slot-based appointments for diagnosis and treatment.These steps aim to promote the equitable allocation of medical resources and refine the follow-up and pre-visit model in public hospitals.Results Implementation at Hospital P demonstrated that after process reengineering,patients'average in-hospital time reduced by nearly 135 minutes,significantly enhancing treatment efficiency,satisfaction levels among both medical staff and patients,and accessibility of medical services.Conclusion Grounded in value co-creation theory,the follow-up and pre-visit model of Hospital P is divided into three stages:mutual value positioning of both doctors and patients,collaborative value crea-tion,and sustained value continuation for both.This alignment between process reengineering goals and value co-creation out-comes helps improve the quality of medical services,better meet the medical needs of patients,and achieve a win-win scenario for both doctors and patients.
5.Efficiency analysis and improvement strategies for operating room from a phenomenological perspec-tive:a case study from a tertiary TCM orthopedic hospital

Objective To explore the efficiency of operating room(OR)and its influencing factors from a phenomeno-logical perspective,proposing corresponding improvement strategies.Methods A phenomenological method was adopted,invol-ving in-depth interviews with 13 surgical team members from a tertiary Traditional Chinese Medicine(TCM)orthopedic hospital in Henan Province,to collect and analyze their multifaceted understanding of OR efficiency.Results The study demonstrated eight interpretative ways of efficiency among team members.The overall framework was largely organization-oriented,with addi-tional human-centered considerations regarding the factors influencing efficiency.Conclusion A unified understanding is crucial for improving both efficiency and quality.This study suggests strategies to optimize OR processes through lean management and human-centered team development to enhance operating room efficiency.Additionally,it highlights the need for future research to incorporate more patient views.
6.Analysis of medical consumables warehouse management

With the continuous development of medical technology,the clinical demand for medical consumables is steadily increasing.The management of medical consumables directly impacts both patient safety and institutional operational effi-ciency.By conducting in-depth analysis of the current status and existing problems in medical consumables warehouse manage-ment,this research proposes measures to improve the management system.These measures include optimizing the layout of ware-houses,improving the informatization of warehouse management,strengthening the inventory management of medical consuma-bles,enhancing the management of secondary warehouses,and offering professional skills training for warehouse staff.Manage-ment methods such as PDCA(Plan-Do-Check-Act)are used to continuously optimize warehouse management,enhance the man-agement efficiency of medical consumables management,and ultimately achieve refined management of medical consumables warehouses.
7.Development of a quality evaluation system for"internet+pipeline nursing service"based on three-di-mensional quality structure model

Objective To develop a scientifically validated and standardized quality evaluation system for"Internet+Pipeline Nursing Service"based on three-dimensional quality structure model.Methods Through literature retrieval and semi-structured interviews,a framework of quality evaluation system was developed based on a three-dimensional quality structure mod-el.Subsequently,the specific content of the evaluation system was finally determined by two rounds of expert consultation through Delphi method.Results The finalized system comprises 41 indicators,including 13 structural indicators,14 process indicators,and 14 outcome indicators.The effective response rates for both rounds of expert consultation were 100%,with expert authority coefficients of 0.803 and 0.831,and expert coordination coefficients of 0.259 and 0.233,respectively.Conclusion The quali-ty evaluation system of"Internet+Pipeline Nursing Service"based on the three-dimensional quality structure model is both scien-tifically sound and reasonable,and it is worthy of promotion and implementation.
8.Optimization strategy for patient experience on the new campus of a cancer-specialized hospital from the perspective of peak experience

Tumor diseases have emerged as a major threat to human health.In this case,cancer hospitals must optimize patient experience while developing their facilities and medical resources.This paper takes the Huangpu Campus of Sun Yat-Sen University Cancer Center as an example to explore the strategies and practical effects of optimizing patient experience on the cam-pus from the perspective of peak experience.This hospital has successfully created high-quality peak experiences across multiple dimensions such as visual perception,trust,emotion,operations,efficiency,and lifestyle.The results indicated that Huangpu Hospital significantly improved patient satisfaction,medical resource expansion,operational efficiency,and social recognition.These achievements have validated the effectiveness of peak experience theory in the field of medical services,providing valuable insights for other hospitals.
9.Application of review action in improving consultation quality

Objective To analyze the application effect of review action in improving the quality of consultation.Meth-ods A review action team was established to implement a review action for consultations at the Third Affiliated Hospital of Sun Yat-sen University from March 2023 to March 2024.The review action included four sequential steps:goal review,outcome eval-uation,root cause analysis,and experience summarization,outlining the current implementation status of the review action in consultations.The review action followed a progressive approach:first,a target review was conducted,focusing on revisiting the initial objectives and expected outcomes;second,the results were evaluated by comparing them with the original goals,identif-ying strengths and weaknesses in the execution process;third,the reasons were analyzed,focusing on determining success drivers and failure factors;finally,experiences were summarized,emphasizing reflection,identifying patterns,and formulating action plans for improvement.Results Based on the review action,the hospital implemented six key measures:establishing a closed-loop process for large consultation applications via a mobile health platform,integrating the full consultation process,including application,approval,and payment mechanisms for external consultations via the online hospital platform,establishing and refi-ning a consultation supervision system,optimizing the consultation process,etc.As a result,the online application and approval rates for both internal and external consultations,as well as the payment rate for external consultations via the online hospital plat-form,have all reached 100%.These measures have effectively standardized the consultation process and significantly improved consultation quality and efficiency.Conclusion Review action is an effective approach to enhancing consultation efficiency,im-proving consultation quality,and standardizing consultation processes.
10.Impact of hospital informationation on the efficiency of medical waste collection and transportation in medical institutions

Objective To introduce an information system into the medical waste collection and transportation manage-ment process in medical and health institutions and assess its impact on collection and transportation.Methods The relevant in-dex data,such as the total amount of medical waste,per capita waste output,and handover weight error rate of a certain tertiary hospital in Guangzhou,were compared between pre-and post-introduction of the information system.Results After the intro-duction of the system,the total output of medical waste decreased by 2%year-on-year,the average daily output of medical waste per hospital bed decreased by 13%year-on-year,and the error rate between the in-hospital transfer volume and the waste disposal by medical waste companies decreased from 4.54%to 0.47%.Conclusion The medical waste treatment information system can improve the accuracy of collection and transportation data,and reduce medical wastes,thereby improving the management of medical waste treatment,and enhancing the collection and transportation efficiency of medical wastes.
