Recently,the theoretical system and practical path for the deep integration of digitalization and traditional industrialization have gradually matured.Medical innovation and digital technology are progressing,and the deep integration of intensive care medicine and intelligence is surpassing the traditional informatization and ushering in new development opportunities.Technologies such as 5G,big data,artificial intelligence,and digital twins can help to understand more complex critical care issues,improve the diagnoses and prediction of diseases and symptoms,develop more accurate treatment strategies,and even transform the service model of critical care medicine.This paper summarizes the application and challenge of digital technology in the practical scenarios of critical care medicine,so as to further consolidate infrastructure,enrich application scenarios,accelerate implementation,improve effectiveness,and strengthen the safety and compliance with the regulations.
2.Research on lnformation Quality Control Effectiveness of Venous Thromboembolism in Shanghai Munici-pal Hospitals

Objective To evaluate the effectiveness of information quality control for venous thromboembolism(VTE)in Shanghai municipal hospitals.Methods Retrospective analysis of VTE information statistics of hospitalized pa-tients in Shanghai municipal hospitals in 2023,combined with questionnaire surveys and on-site visits,to evaluate the effectiveness of VTE information quality control in municipal hospitals.Results Shanghai municipal hospitals have established a relatively complete hospital VTE prevention and control management system.In 2023,the risk assess-ment rate of VTE for hospitalized patients in Shanghai municipal hospitals was 88.43%,the risk assessment rate of VTE bleeding was 55.97%,the appropriate prophylaxis rate of VTE was 74.14%,the incidence rate of VTE was 0.86%,and the incidence rate of hospital related VTE was 0.47%.Conclusion The establishment of the VTE information monitoring platform for inpatients in Shanghai municipal hospital has effectively improved the stan-dardized prevention and treatment level of VTE and hospital management efficiency in hospitals.
3.Analysis of Association between Digital Transformation and Management of Quality and Safety in Public Hospitals

Objective To explore the relationship between the digital transformation of public hospitals and hospital quality and safety management,providing evidence for hospital digital transformation development and policy formulation.Methods Hospital management data from Shanghai municipal hospitals were collected,and a questionnaire was used to assess the current state of digital transformation.A panel regression of time-fixed effects analysis was performed to examine the correlation between various digital transformation variables and quality and safety performance in 8 Shanghai municipal hospitals from January 2023 to May 2024.Results Hospital digital system construction,digital service level,digital investment and digital research are significantly positively correlated with patient safety and service efficiency,and negatively correlated with the incidence of negative safety events in readmissions,venous thromboembolism and unplanned reoperation.The level of digital services was associated with a reduction in average length of stay.Increased digital investment was associated with not only decreased proportion of medication costs,but also an increase in the proportion of consumable costs,other categories of expenditures,and finally average costs.Conclusion While digital transformation improves hospital quality and safety,it also leads to an increased disease burden for patients.Therefore,further evidence is needed to analyze the cost-effectiveness of different digital transformation pathways.
4.Research on Organizational Inert in Medical Quality and Safety Management and Preventive Strategies

In the dynamic process of organizational development,organizations tend to exhibit a tendency towards organizational inertia by maintaining its original behavior patterns.It introduces organizational inertia theory into the medical management.Based on the concept of organizational inertia,the concept of organizational inertia in medical quality and safety management was proposed.From the perspective of connotation of organizational inertia in medical quality and safety management,its essence was the failure of medical institutions to implement or achieve continuous improvement in medical standardized behavior.From the perspective of denotation,it includes six categories:structural inertia,institutional inertia,resource inertia,technological inertia,employee inertia,and cultural inertia.In addition,it explored how to overcome organizational inertia in medical quality and safety management,which can provide new ideas for sustainably improvement research and practice in medical quality and safety management.

To achieve the national objectives of improving medical quality and safety,the Shanghai Shenkang Hospital Development Center has formulated a list of major targets,tasks,and key results based onthe Objective and Key Results (OKR) method.The primary approaches adopted include establishing an organizational structure to advance medical quality and safety supervision,setting up a series of quantitative indicators for medical quality and safety targets,formulating standardized management systems,building an information platform,and strengthening supervision.It argues that the adoption of OKR can effectively promote the implementation of national target management for improving medical quality and safety,establish a cross-institutional management network for medical quality and safety,strengthen process management,and effectively drive continuous improvement in medical quality and safety.

10.Study on Performance Evaluation System of the Physician based on the Management by Objectives and Developmental Performance Appraisal

Based on the management by objectives and developmental performance appraisal,Shanghai Tenth People's Hospital explored the performance appraisal scheme for attending,including disease-specific complexity,disease-specific difficulty,clinical risk-taking and comprehensive quality.Assessment and feedback work was imple-mented by the medical management department,which format a set of independent budget of the physician perfor-mance assessment system.It introduced incentive measures to encourage attending to treat difficult and critical cases,provided high quality medical services,and eventually enhance hospital management effectiveness to attending.
