1.Research on Resource Allocation Efficiency of Urban Public Hospitals in Guangdong Province Based on DEA-Malmquist Analysis

Objective:To analyze the comprehensive efficiency of resource allocation in urban public hospitals in 21cities of Guangdong Province from 2019 to 2023,aiming at providing empirical evidence for future medical policy makers and hospital managers in resource allocation and management.Methods:Using Data Envelopment Analysis and Malmquist index to evaluate the efficiency of health resource allocation in public hospitals in Guangdong.Results:From 2019 to 2023,the comprehensive efficiency of urban public hospitals in Guangdong Province was mildly ineffective,only 7 cities showing relative effectiveness,and there were significant regional differences in efficiency.Malmquist index analysis showed that the total factor productivity of health resource allocation in urban public hospitals in the province decreased from 2019 to 2020 and kept increasing from 2020 to 2023,mainly due to the increasing of the technological progress index and the scale efficiency index.Horizontally,the total factor productivity of 9 cities in the province has increased,while the total factor productivity of 12 cities has decreased,with significant regional differences.The input-output redundancy analysis shows that only 6 cities have no input-output redundancy.Conclusion:The overall efficiency of resource allocation in urban public hospitals in Guangdong Province from 2019 to 2023 is relatively low,with significant regional differences.In the future,it is necessary to coordinate and plan resource allocation,focus on refined management,strengthen talent training and technological improvement,improve the operational efficiency of existing resources,and promote high-quality development of hospitals.
2.An Empirical Study on the Coupling Coordination Degree between Medical Service Capability and Financial Manage-ment Level of the Compact County-level Medical Consortium in Guangdong

Objective:To investigate the coupling coordination degree between the medical service capability and financial management level of compact county-level medical consortium in Guangdong,analyze regional disparities and influencing factors,and provide policy recommendations for the high-quality development of county-level medical communities.Methods:By using questionnaire survey,sampling survey and coupling coordination model,the evaluation index system of medical service ability and financial management level of 91 compact county-level medical consortia in Guangdong was constructed,and the coupling coordination degree was calculated to evaluate the collaborative development.Results:It is found that the coupling coordination degree of county medical communities in Guangdong during the period of 2019-2023 shows an overall upward trend,and the coordination level of financial unified medical communities is significantly better than that of financial partitioned medical communities,with a higher degree of coordination in the Pearl River Delta Region,and a relatively lower degree of coordination in the western part of Guangdong;some of the medical communities have the problem of lagging healthcare service capacity or financial management level,and the development of inter-regional and inter-type phenomenon of imbalance between regions and types is more prominent.Conclusion:Compact county-level medical consortium implementing unified financial management can effectively enhance the synergistic efficiency of medical services and financial management through unified management and resource sharing.Future efforts should focus on strengthening financial support,advancing information technology construction,and promoting regional balanced development to further improve the overall synergistic level of county-level medical communities and drive the high-quality development of county-level medical and health services.

Objective:To analyze the operational efficiency and its changes of traditional Chinese medicine(TCM)hospitals in Guangdong province,and to provide empirical evidence for improving the operational efficiency of TCM hospitals in Guangdong Province.Methods:The three-stage DEA model was used to conduct a static analysis of the operating efficiency of TCM hospitals in Guangdong Province in 2022,and the Malmquist index was used to conduct a dynamic analysis of the changes in the operating efficiency of TCM hospitals in Guangdong Province from 2018 to 2022.Results:After eliminating the influences of environmental variables and random interference,the average values of comprehensive efficiency,pure technical efficiency and average scale efficiency of the TCM hospitals in Guangdong Province in 2022 were 0.970,0.982 and 0.988,respectively.From 2018 to 2022,the total factor productivity index of Guangdong's TCM Hospitals was 1.008.Conclusion:The overall operation efficiency of TCM hospitals in Guangdong is high,but there are obvious regional differences.Further improvement of operation efficiency is mainly restricted by pure technical efficiency.Operational efficiency needs to be further improved through measures such as coordinating the layout of resources in various places,improving the external environment,sounding the internal management system of hospitals,and fine-tuning operational management.
6.Economic burden of cerebral infarction patients in a tertiary general hospital in Guangzhou

Objective This paper aims to analyze average hospitalization expenses,focusing on the structure of per pa-tient's personal costs,and the influencing factors,to provide reference for reducing the disease economic burden on patients.Methods Descriptive statistical analysis was conducted to compare hospitalization expenses and their structures among cerebral infarction patients in a tertiary general hospital in Guangzhou from 2015 to 2022.Multilinear analysis was used to study the influ-encing factors of patient's personal costs.Results The growth of hospitalization expenses of cerebral infarction patients slowed down,with an average annual growth rate of 2.86%.The structure of hospitalization expenses was gradually optimized,with the average technical and labor costs accounting for 47.41%.The personal costs of cerebral infarction patients showed an increasing trend,with an average annual growth rate of 5.96%.This trend was influenced by factors such as hospitalization days,case clas-sification,payment patterns,and patient sources.Conclusion The economic burden of cerebral infarction remains heavy.Hos-pitals should continue to optimize clinical diagnosis and treatment practices to enhance clinical pathway management.Govern-ments should improve the social security system to reduce the economic burden of disease on patients.
7.Health Economic Evaluation of Neonatal Phenylketonuria(PKU)Screening in Dongguan/

Objective:To acquire the implementation effect of the neonatal Phenylketonuria(PKU)Screening Project in Dong-guan,and evaluate its economic effectiveness,so as to provide references for the prevention and control policies of genetic defects in newborns.Methods:Choosing PKU children born in Dongguan from January 2012 to December 2021(excluding BH4 deficien-cy)as the subjects,conduct the cost-benefit and cost-effectiveness analysis on the prevention and treatment of PKU.The relevant data was gained from questionnaire surveys,statistical data,medical service prices of non-profit medical institutions in Dongguan,and relevant literature materials.Results:In the past 10 years,1 245 243 newboms were screened for PKU in Dongguan,the average screening rate is 93.32%.Among them,29 were diagnosed with PKU,with a positive rate of 1:42939.During continuous follow-up,23 cases were diagnosed.Among the 23 follow-up cases,only 1 had intelligence at the critical value,while the rest were normal.The total cost of screening is 29.728 7 million,and the total benefit is 14.239 9 million.The cost-effectiveness ratio is 102.51:1,the cost-benefit ratio is 1:4.79.Conclusion:Neonatal phenylketonuria(PKU)screening in Dongguan has significant social and economic benefits.It's necessary to continue and improve the screening work,especially the policy which can benefit the PKU's full life.
