Improving accreditation of professional titles

Accreditation of professional titles is a work with which all professionals are prevailingly concerned. In review of the accreditation work since the professional title reform, it has been thought that the Central Professional Title Reform Offices regulations on service seniority and the widely used accreditation methods at present have some drawbacks. Further reform of professional title accreditation is imperative.

Aconsideration on the construction of the department of general surgery

At present, the general surgery is facing various challenges. In order to meet the requirement of the 21 st century,some measuresshould be adopted to solve the problems listed as follows:The most important measure is to select a capable man to be the chief of the department and to make out a strategic scheme for future development. It also needs to know the ability level of the department in surgical science so that can carry forward the department's advantages and make up its disadvantages. The senior surgeons in the department should concentrate themselves along some special branch of general surgery while the young and the middle-aged surgeons build up their fundamental knowledge as well as the surgical technique in order to make a start for a mastering higher specialized skill. All members of the department should put in their effort together to develop new technique along the front line of the medical science to get close connection with the up-to-date international progress of surgery. The “young successor" out of competition should be supported and cultivated to be an excellent surgeon in the next century.

An inquiry into application of Law for Protection of Rights and Interests of Consumers to disposal of medical disputes

The article discusses whether the "Law for Protection of Rights and Interests of Consumers" is applicable to the disposal of medical disputes between doctors and Patienes. From the point of the Principle of exchang of commodities, the relation between doctors and patients is not one of commodity consumption on the basis of exchange at equal value. In terms of the nature of the medical and health cause, hospitals are not operators managing goods. In light of the inherent characteristics of medical service, medical and health work is a special trade of services. In the perspective of law, medical services are no ordinary acts of economically legal relation between doctors and patients,they are rather a special consuming act on the side of consumers and there is a special economically legal relation between doctors and patients. Accordingly, the "Law for Protection of Rights and Interests of Consumers" is not applicable to the diposal of disputes between doctors and patients.

Effects of life quality studies on modern medical sciences

Studies of life quality as a sociological indicator originated in the U.S. in the 30s of the 20 th century. With the change of the disease spectrum and the medical model, the implication of the concept of health has been expanded. Towards the end of the 70s, life quality studies started in the medical field and gradually flourished, resulting in the development of hundreds of measured quantity tables. The deepening of such studies has brought about increasingly bigger effects on modern medical sciences. These effects can be seen in the following aspects: ①changes of medical thinking, objective and concepts; ②patients*s participation in the choice of their treatment plans; ③new medical treatment and nursing regulations; ④the making of medical administration and health decisions; ⑤development of new drugs, which must take into consideration effects on life quality; and ⑥management of medical records.

A study on social help for the medical care of senior citizens with great financial difficulties(SCGFD) in Luwan District of Shanghai

Supported by various departments concerned of the district government, medical workers in Luwan District of Shanghai started in 1994 to set up in the whole district community based social help network for the medical care of SCGFD. In the last 4 years, the annual outpatient volume of SCGFD averaged 3.9 times and the annual visits received by SCGFD averaged 2.2 times. The conditions of 78.1% of SCGFD suffering from an illness turned for the better or became stable. The annual hospitalization utilization ratio averaged 5.4%. After hospitalization, 89.5% of SCGFD suffering from a serious illness fully recovered from their illness or were discharged after turning for the better. The average outpatient expenses per time, hospitalization expenses per day and per time of SCGFD respectively dropped 32.1%, 21.5% and 30.4%, as compared with the group of senior citizens enjoying free medical care. The authors hold that the social help network for the medical care of SCGFD in Luwan District is an easy to operate and effective community based medical security system for SCGFD. It has produced sound social repercussions after being put into practice. The controlled use of medical funds has ensured the normal operation of the network.

Analysis of the scores of 456 doctors from 72 township health centers in a written knowledge test

doctors from 72 township health centers in 3 counties of Jiangxi Province were given a written test in basic medical knowledge, clinical knowledge of prevention and healthcare and professional knowledge. The rate of excellence of the scores was 45.4% while the rate of failure was 16.9%. A comparative analysis is made of the differences in the scores of doctors of different sexes, ages, specialties, educational backgrounds, and professional titles. It is suggested that it is imperative to conduct training for all doctors so as to enhance the overall quality, to lay stress on the key points and focus on the tackling of the weak links, and to perfect the mechanism so as to promote the renewal of knowledge.

Features and methods of current ideological and political work in hospitals

The paper first expounds the features of current ideological and political work in hospitals, viz. the selectivity of the central task, the complexity of customers, the possession of knowledge by the majority of the staff and the openness of their ideology. Then it sets forth 6 methods of conducting ideological and political work in hospitals at present: ①combination of one way inculcation and infiltration in length and breadth; ②emphasis on both practical results and efficiency; ③attention to both poverty relief and self enhancement; ④persistence in both education and strict management; ⑤unity of retrospective summary and perspective study; and ⑥stress on relying on the professional contingent as key members and adopting the operational mechanism of joint control.

Problems in the construction of HIS and countermeasures

Investigation and analysis of hospital infection in childhood nephrotic syndrome

To find out the risk factors of hospital infection in childhood primary nephrotic syndrome(nephrosis) and prophylactico therapeutic measures, 190 cases of child patients hospitalized for nephrosis during the period lasting from 1991 to 1999 were collected. Then a retrospective analysis of the distribution of the various risk factors was made using the single factor analysis and the logistic multi factor regression model. The hospital infection rate was found to be 34.2%, with respiratory infection accounting for 69.7%. The single factor analysis indicated that the risk factors included quantity of urinary protein per kilogram of weight within 24 hours(urinary protein), length of stay, length of hormone usage, entities of antibiotics used and length of such usage. The multi factor analysis indicated that the risk factors included urinary protein, entities of antibiotics used and length of such usage. The authors present the view that strengthening the control of respiratory diseases, setting up clean wards, and ensuring the rational use of antibiotics are some of the key measures for reducing the rate of hospital infection. The quantity of urinary protein is a sensitive index of hospital infection in nephrosis. Once diagnosis of nephrosis has been confirmed, it is necessary to use ACH in full dose and for a complete course of treatment so as to reduce the loss of protein from the urine as soon as possible.

Status and functions of outpatient emergency treatment in hospitals under the new circumstances

With the constant deepening of the reform in the health system and the further development of community healthcare services in China, the status and functions of outpatient emergency treatment in hospitals have been put under challenge. Judging from the actual conditions of current China, outpatient emergency treatment in hospitals still occupies a decisive position. It is imperative to transform its functions, enhance pre hospital emergency treatment, supervision of critical cases and healthcare of the general population, broaden programs of medical services, expand channels of economic benefits, and actively adapt to the development in the reform of community healthcare services.
