Discussion of the governance and administration separation reform of public hospitals in China

Focusing on the efforts on governance and administration separation made in Shanghai,Beijing,Wuxi and Zhenjiang,the paper discussed how to evaluate and how to practice such a reform at public hospitals.Authors tried to define and classify the reform and summarize the functions and roles of the hospitals,offering insights for further reforms.

Exploration of air medicine system and its operation

This paper introduced the importance of the air medicine system,and features and advantages of its development in the USA,Switzerland and Germany,and China's status quo.In view of the slow development of air medicine,imbalanced development and different operation models of air medicine systems in localities,and different models of emergency medicine services in the country,the paper proposed to build a model of government guidance and business operation as support for air medicine against emergency events,providing air ambulance service; to build an air medicine system featuring both public welfare and business operation,reasonable layout,timely response,and efficient operation,which will enhance the overall capacity of air medicine.

Establishment and evaluation of employee satisfaction indicator system of NHS and its significance to China

The paper introduced the framework of the employee satisfaction indicator system of NHS hospitals,and summarized its difference with the equipment system in China,proposing Chinese hospitals to prioritize the synergy of staff development and hospital development,as well as its consistence between the indicator system building and health policies; emphasis of employ service,employee incentive mechanism,reform and innovation,making employee satisfaction a key strategic tool for performance improvement.

Exploration on the use of mobile Internet technology for hospital outpatient services optimization

Outpatient service constitutes a key part of hospital services.In an effort to optimize services plagued by the too long waiting time in registration,payment and drug dispensary,and the too short time in seeing doctors,Beijing Friendship Hospital introduced mobile Intemet technology into hospital outpatient services.Such measures as mobile payment,and realtime push of the information of patients waiting were adopted to help with outpatients waiting at home,minimize outpatients' movement,queuing and waiting.Simplified service process and higher service efficiency proved effective in winning higher outpatient satisfaction as a result.

A preliminary study on the operation of a Taizhou TCM medical group

Problems about performance of the essential medicine system based on the Smith-Model

To study performance problems found in China's essential medicine system.The SmithModel of system implementation was called into play in a systematic collation and analysis for the ideal policies,system implementation agencies,target groups and policy environment in its performance,along with relationships among the four factors.The system is found with a number of loopholes as the system itself is highly idealized,its system objectives set inappropriately,problems found with the four factors,and tension and conflicts among these factors.Given these problems found in its performance,it is inappropriate to make drastic changes to avoid instability of the system at its early stage.Government departments in question are advised to comprehensively analyze the four factors and their relationships then taking effective measures to deal with them and the tension,conflict among them.This can ensure effectively implementation of the essential medicine system.

Considerations on the 5-in-1 social co-governance for drug safety

In this consideration,the paper described the imperatives of drug safety,constraints of governance by the government,and advantages of social co-governance,proposing the necessity to establish aFive-in-One (referring to the involvement of the government,enterprises,industry associations,media and the public) drug safety social co-governance.In its analysis of the present dilemma o[drug safety governance,the authors proposed such measures as perfecting legal and institutional system,reforming governmental power allocation mechanism,improving the incentive mechanism,innovating governance means and improving social governance ability,for the purpose of enhancing such a co-governance pattern.

Study of negotiation mechanism at designated hospitals at provincial level for catastrophic diseases

Stakeholder theory and game theory were applied to analyze the stakeholders,role definition,participation,interest,power,position and the shift of positions under different conditions in the negotiation.Use SPSS 17.0 to analyze the database of NCMS in 2009~2010 in three counties of Hubei province,and then employ Linear programming method to do a case study of price negotiation.It is difficult to meet all stakeholders' expectations under the current condition of catastrophic disease insurance pooled at municipal-level.Medical cost differences in tertiary hospitals at provincial level are small for different regions,which constitute a basis for price negotiation at provincial level.Besides,the negotiation at province level can effectively address the conflicts of interest,and promote the negotiations.Negotiation at provincial level for such diseases,and formulating unified pricing standards for multi-wins.
