Comparison and Analysis of the Questionnaire Evaluation of Singapore Hospitals and Shanghai Municipal Commission of Health and Family Planning

Through demonstrating the satisfaction evaluation system of Singapore hospitals,the article analyzed the differences between the satisfaction evaluation system of Singapore and the system made by Shanghai Municipal Commission of Health and Family Planning.It was concluded that the humanized evaluation methods should be highlighted,the conformity of establishment of evaluation system and policy be focused on,staff incentive mechanism be focused on and perfected,and patients' expectation indicator and perceived quality be considered as strategic tools to improve the healthcare system performance.

The reform of public hospital in prefecture-level cities is an important subject which is worth to discuss.The Regional Medical Group of Mindong Hospital in Ningde City,Fujian Province is taken as an example.On the base of the experience of Zhouning and Shouning medical alliance,the system and mechanism are continuously improved.Through improving corporate governance structure,the construction of the six integration,two-way referral mechanism and information construction,the system of public hospital which is goal-oriented,rational layout,refined frameworks,and functionally impeccable is established.Finally,the brand effect and influence of the regional medical group is attempted to be constructed.

Practice and Exploration of Service Model of Famous Expert Team in Hospital Out-patient Clinics

In order to deepen the reform of public hospitals,Beijing Tongren Hospital has carried out the pilot effort of famous experts team service model in out-patient,established a new mode of interior hierarchical medical services in the hospital.Through the adjustment of outpatient service process and the change of service model,issues of difficult medical treatment and ticket scalpers were solved.The reform has achieved the optimal utilization of outpatient resources inside the hospital,has been the beneficial exploration and practice of hospital internal hierarchical diagnosis and treatment,truly reflected the hospital service concept of taking the patient as the center,and has laid a solid foundation for the future widely hierarchical diagnosis and treatment mode.

Construction of Evaluation Model of Rational Use of Drugs of Medical Institutions

Objective To study the evaluation of rational use level of drugs in medical institutions.Methods According to the specific requirements of rational use of drugs in medical institutions,a criteria system is established.And a rational use of drugs evaluation model of medical institutions is to be built on the theory of fuzzy evaluation,group decision making and the analysis method of multi-index evaluation.Results Based on the fuzzy evaluation and group decision making,a rational use of drugs evaluation model of medical institutions is presented in the paper and one example is used to show the feasibility and the effectiveness of the proposed model.Conclusion The rational use of drugs evaluation model based on fuzzy evaluation and group decision making can effectively accomplish the evaluation of rational use of drugs of medical institutions,and build the foundation for improving the rational use of drugs of medical institutions and improving the level of universal health care.

Study on Coordinated and Continuous Services Utilization of Rural Patients with Hypertension

Objective To analyze the coordination and continuity of service delivery for hypertension patients in rural health network,so as to provide references for improving integrated service utilization.Methods Self-developed questionnaire of service coordination and continuity delivery according to the research literature at home and abroad was used as the tool,and the data was analyzed by descriptive statistics.Results 49.6％ patients were accompanied by one or more diseases.About 73.0％ had seeking care experience in township health centers.Patients with seeking care to two or more medical institutions accounted for 51.3％.Recommending referral institutions for patients with poor therapeutic effect by grassroots doctors were the biggest proportion with 28.4％ and 68.7％ respectively.The proportion that superior doctors treating patients according to the related information from subordinate institutions was less than 43.0％,the proportion that junior doctors continuing to treat referral patients according to early diagnosis and treatment information was just over 40％.Easier upward referral but harder downward referral also existed among medical settings of different levels.Conclusion The disease characteristics of rural patients increased the possibility of seeking care among vertical medical institutions,but the level of continuity and coordination service delivery was not high in this network.So all-sided service integration to rural tertiary health institutions should be strengthened.

Comparative Analysis of the Hospitalization Expenses Before and After the City-level Public Hospital Reform: Taking a Third-level Grade-A Hospital in Anhui Province as an Example

Objective To understand the present situation of city-level public hospital reform and to analyze the impacts on different clinical departments by analyzing the changes of hospitalization expenses of a third-level grade-A hospital from Anhui Province.Methods The inpatient data from April to September,2014 and 2015 of the third-level grade-A hospital were collected.Three typical diseases in Department of Internal Medicine,Surgery,Gynecology and Pediatrics respectively,were chosen to compare the changes of expenses and the structure before and after the reform.Results Overall,hospitalization expenses saw a declining trend after city-level public hospital reform.But,it was different in each department.The structure of hospitalization expenses became more reasonable after reform,however,the medical material expense remained a question.Conclusion The city-level public hospital reform reduces drug costs and inspection fees for inpatients effectively,thereby abating the overall cost of hospitalization,and the structure of hospitalization expenses becomes more reasonable.But the changes of hospitalization expenses in different departments reflect some problems.

Study on Strengthening the Supply Chain Security Competency of Medical Consumables According to JCI

Objective To protect patients and employees from being polluted and the inferiors,and to build a prototype to enhance the supply chain security of medical consumables according to JCI.Method According to the supply chain security model,adopting corresponding measures of the design of the supply chain management of medical consumables.Result The supply chain security capabilities are enhanced and the risk is reduced in accordance with the quality requirements of JCI.Conclusion The security model applied in the supply chain management of medical consumables can effectively strengthen the security of the supply chain.

Middle sized public hospitals are facing new challenges with the introduction of the new medical reform policies and the promotion of internet information economy.In order to adapt to the new social economy and policy,medium sized public hospitals should be reformed,be more active and find their own new position according to the new environment.The following work can be done to improve medium sized public hospitals' survival and development and to better meet the needs of the society:exploring their resources,building their regional medical associations,strengthening their construction of key disciplines,utilizing the advantages of internet and information system,and reforming their personnel divisions.
