- Abstract: Supposing the construction of public medical institution association could retain patients and promote hierarchy diagnosis system through sinking high-quality resources to help the grass-roots level promote service,which was just good wish of medical administration departments while the role was limited objectively:Firstly,current organizational structure decides the majority of the current medical association can not be classified for the purpose of hierarchy diagnosis.Secondly,three level hospitals lacked the motivation to put forward hierarchical diagnosis.Thirdly,the basic medical institutions lacked enthusiasm in the absence of competitive pressure.Fourthly,it was difficult for experts in big hospitals solve the dilemma of primary medical institutions.
