Abstract:
Hospital flow-oriented construction is grounded in the development of information technology and, driven by it, deeply integrates digital technology with hospital services. However, while this construction brings convenience to medical care, it also gives rise to new types of infringements against technologically disabled groups, exposing their ethical risks of disembedding. Specifically, the formation of this risk results from the separation of technologically disabled groups from the smart transformation of hospitals, the exclusion of these groups by information service platforms, and the single shift toward a modernized medical service mode. To address this, it is necessary to coordinate norms and situational adaptation, balance efficiency and fairness, and emphasize both flow attraction and humanistic care. On this basis, a return path should be collaboratively advanced from three dimensions regarding patients themselves, information service platforms, and hospital construction. First, it is essential to bridge the digital divide, guiding technologically disabled groups to improve their information literacy. Second, it is vital to eliminate digital barriers, optimizing the inclusiveness of information service platforms. Third, it is critical to enhance supply-demand alignment, promoting the accessible development of medical services. These measures contribute to effectively safeguarding the right of technologically disabled groups to equally enjoy medical services, thereby truly realizing the inclusiveness of hospital flow-oriented construction.
