Abstract:
China’s construction of the legal system for health science popularization has made certain progress. That is a multi-level legal system under the guidance of the constitution has initially taken shape. By aligning national development strategies with public health promotion, it has clarified the subject responsibilities of health science popularization and incentive mechanisms, and laid a foundation for the standardization of content generation and communication. Nevertheless, the current system is still confronted with challenges such as inadequate integration of health communication concepts, limited adaptability with global health governance rules, imperfect multi-stakeholder coordination mechanisms, and a lack of a social science popularization system. In the future, it is critical to construct a pluralistic co-governance legal framework centered on communication efficiency, strengthen the connection with international health governance rules, optimize the distribution of subject responsibilities and regional cooperation mechanisms, and promote institutional coordination between natural science and social science in health science popularization, thereby improving the legal system for health science and technology popularization towards a systematic and international direction.
