Abstract:
Occupational health technical service (OHTS) is a key technical pillar of the occupational disease prevention and control system, involving directly on the protection of workers' health rights and interests as well as the effectiveness of occupational disease prevention and control. Currently, the quality control of OHTS primarily relies on post-event supervision and result verification, suffering from issues such as weak management of on-site investigation procedures, lack of oversight during on-site sampling and measurement, insufficient traceability in laboratory testing processes, an incomplete whole-process management and control system, and a lack of quality culture guidance. These problems make it difficult to meet the core requirements for high-quality development of OHTS. Introducing the whole-process management theory into the quality control of OHTS, combined with digital and intelligent technical means, a quality control model covering the entire chain of "prevention in advance, control during the process, improvement afterward" can be set up to achieve systematic management of the entire OHTS process. The prevention stage focuses on establishing and implementing a strict qualification review mechanism, conducting scientific on-site investigations and program planning, and establishing a program review mechanism. The process control stage emphasizes the development of an "informatization + standardization " on-site sampling management and control system as well as a full-process traceability system for laboratory testing. The post-event improvement focuses on establishing a mechanism for collecting and analyzing quality issues, formulating and implementing corrective measures, conducting regular summaries and continuous optimization, and establishing a quality incentive mechanism. The quality control model based on whole-process management enables effective supervision and management of the entire OHTS chain, obviously improving the standardization and authenticity of on-site sampling and laboratory testing. By integrating information technology with a culture-guided management control approach, it can provide a new pathway for the high-quality development of OHTS.
