Research on the strategic positioning and development path of primary public hospitals under the new healthcare reform

Abstract:
Objective By investigating the health resources and medical services of 9 public hospitals in a prefecture-level city during the"14th Five-Year Plan"period,this study aims to analyze key issues,challenges,and opportunities affecting the future development of the city's public hospital system,establish a strategic model,and provide directional and countermeas-ure references for the strategic development of primary public hospitals in the city.Methods Qualitative SWOT analysis,Ana-lytic Hierarchy Process(AHP),and quadrant-based quantitative calculations were used to determine the intensity values of inter-nal and external factors influencing the development of public hospitals under the reform,thereby constructing a strategic model.Results The intensity values for the city's public health development were as follows:Strengths(S)0.049,Weaknesses(W)0.036,Opportunities(O)0.050,Threats(T)0.086,indicating that internal strengths outweigh weaknesses,while threats out-weigh opportunities.Using these four intensity values as coordinates,a four-quadrant strategic model was constructed,with the centroid of the strategic quadrilateral located in the adjustment-oriented zone of the offensive(ST)strategy.Conclusion The a-nalysis results indicate that the primary public hospitals in the city are currently in a critical period of significant opportunities a-longside severe challenges.An adjustment-oriented offensive strategy should be adopted,emphasizing"active defense+proac-tive breakthrough,"focusing on"quality improvement,efficiency enhancement,collaboration,and innovation"to achieve a tran-sition from"passive defense"to"active leadership."
