Abstract:
Objective:To analyze the policy evolution logic of drug supply security,in order to provide references for the improvement of China's drug supply security policy.Methods:Policy documents related to drug supply security at the national level from the founding of New China to 2024 are systematically summarized.The policy texts are coded to reveal the key issues of the policy,and the logic of policy evolution is analyzed from the perspective of the synergy among health insurance,medical care and pharmaceuticals.Results:China's drug supply security policy as a whole has practiced the evolutionary logic of"strict control,"gradual relaxation","synergistic development".The guarantee of drug supply must adhere to the interactive and integrated decision-making under the synergistic perspective of medical care,medical insurance and pharmaceuticals,while taking into account the attributes of quasi-public goods and the attributes of commodities in general.Conclusion:The security of drug supply is not simply a matter of medication,while the promotion of the high-quality development of the health security system and the improvement of the health status of the entire population are more important.
