Quantitative study of maternal and child health policies in China in 2017-2022 under the Healthy China Strategy

Abstract:
Objective:To explore the focus and shortcomings of maternal and child health policies in China under the Healthy China Strategy, providing a reference for future optimization of related policies.Methods:Policies related to maternal and child health issued by China from 2017 to 2022, since the proposal of the Healthy China Strategy, were collected from the Peking University Law Database and the official websites of relevant ministries of China. A text quantification analysis method was used to extract policy clauses, and these clauses were analyzed using three types of policy tools (including 12 sub tools): supply-side, demand-side, and environmental policies.Results:A total of 20 policy documents were included, with 182 clauses extracted. The number of clauses under supply-side, demand-side, and environmental policy tools were 104 (57.2%), 19 (10.4%), and 59 (32.4%), respectively. Among supply-side policy tools, clauses related to infrastructure construction (18 clauses) and public services (20 clauses) were fewer. In demand-side policy tools, clauses related to government procurement (2 clauses) and industrial promotion (3 clauses) were fewer. In environmental policy tools, clauses related to financial support (2 clauses) were fewer.Conclusions:The overall selection of policy tools of maternal and child health policies in China is comprehensive, but there are significant internal structural differences. It is recommended that relevant policy-making departments further diversify the use of policy tools and emphasize the optimization and coordination of internal structures.
