Abstract:
Based on the Noetherian theory of institutional change,it explores the mechanism of paradigm restructuring of the medical and health system driven by generative artificial intelligence(AI),and analyzes the impact of generative AI on the change of the medical system by constructing a model of"technological impact,institutional disequilibrium,institutional change dynamics,synergistic mechanism and institutional equilibrium".Research has found that although AI can improve diagnostic accuracy and efficiency,and reduce drug development costs,but it faces the obstacles of legal lag and interests.The study proposes a"dynamic ethical checklist"and algorithmic compliance design,and suggests the use of blockchain payment and algorithmic auditing to realize institutional synergy.The establishment of a flexible data governance framework,Traditional Chinese Medicine AI standards and urban-rural resource adaptation mechanisms are suggested to provide systematic path support for deepening the reform medical and health system.
