Based on the brief introduction of the developing history of traditional Chinese&Western medicine,this paper reveals their different developing routes,main contents and characteristics in different age,analyzes the socieal and historical reasons that give birth to the ethical thought of traditional Chinese&Western medicine,illustrates the comprehensive property of the ethics thoughts howadays,and conludes that it’s necessary for the ethical thoughts of Chinese&Western medicine to learn from each other.

Under the instruction of basic principles and requirements,the practical path of pharmacy ethics education is to combine the theory and knowledge learning with moral culture together,meanwhile infiltrating the culture moral idea into the teaching of special lessons.

This paper studies the differences of rational use of drugs policy between China and America,mainly focusing on the differences in the policy of clinical pharmacists,the research and development process of substitute for drugs,the guarantee system of medical treatment.In addition,it naturally analyzes the reasons for these kinds of differences from the view of culture and value.At last,it deeply summarizes the humanism positions and justice principles based on which the Rational Use of Drugs was drawn up from the angle of ethics.
