According to its functions and tasks, the labor has human resources with the high technical and scientific levels. This resource originated from the faculties of Hanoi Medical University. This is an activity pattern which is suitable and convenient for staffs and students in the university.

3.An Application of Delphi Method to the Assessment of Current Status of Cancer Research.

Globally, cancer research has been considered one of the most important field of biomedical researches. Recently, in Korea, there are increasing concerns about cancer research and the development of national cancer control programme. For the efficient investment in cancer research at the national level, strategic approach is needed based on the nationwide information about current status of research. However even the basic data on cancer research have not been systematically collected, and are not available when necessary. The aim of this study is to assess current status of cancer research. For this purpose, this study applied two round Delphi method in which fifteen experts in cancer research fields participated. They rated each items on the initial list at the first round, and modified their responses at the second round. Panels responded that pathogenesis of cancer, research and development of cancer drug, and oncogene, etc. are the most urgent and important research fields. They assessed national level of cancer research as being 49.6% of the world highest level. Coefficient of variation tended to be lowered with the iteration. Predictive stability was evaluated to be lower in items of urgency than in items of importance and research level. Although this study shares the same limitations in the selection of the experts with many other Delphi studies, it provides a primary data that would be required to plan the national strategy of the cancer research.

4.Improvement Status and Development Direction of New Health Technology Assessment

Since the introduction of new health technology assessment in 2007, benefit coverage process of health insurance related to new health technology has become an upgraded system through the evidence-based decisions. As a result of enforcing this system for 10 years, however, there have been several rising concerns. It needs to support the insufficient evidence of medical technologies, introduce reassessment system for post management of market entry technologies, and improve evaluation methods and process. In addition, there is the possibility of emerging an unheard-of medical technology, fused various categories like artificial intelligence, robot, information technology, physics and life science in the fourth industrial revolution. Now, new updated system introduced to improve new technology assessment, such as ‘limited health technology assessment system,’ ‘system for postponement of new health technology assessment,’ ‘one-stop service system,’ and ‘integrated operation of approval for medical devices and new health technology assessment.’ Therefore it needs to prepare the improvement plan for new health technology assessment to be established more advanced system, and we have to resolve concerns by communication with various healthcare experts and patients now and for ever.

5.Steps in Moving Evidence-Based Health Informatics from Theory to Practice.

OBJECTIVES: To demonstrate and promote the importance of applying a scientific process to health IT design and implementation, and of basing this on research principles and techniques. METHODS: A review by international experts linked to the IMIA Working Group on Technology Assessment and Quality Development. RESULTS: Four approaches are presented, linking to the creation of national professional expectations, adherence to research-based standards, quality assurance approaches to ensure safety, and scientific measurement of impact. CONCLUSIONS: Solely marketing- and aspiration-based approaches to health informatics applications are no longer ethical or acceptable when scientifically grounded evidence-based approaches are available and in use.

6.Evaluation and Management of Volume Status: A Practical View.

Objective, rapid, and accurate assessment of volume status is important in the early management of acute, critical illnesses, as inappropriate therapy may lead to interventions with fatal outcomes. Traditionally, the history and physical examinations have been used for this assessment, but have limitations. Radioisotopic measurement or invasive hemodynamic monitoring is impractical, complicated, and expensive. Recently developed technologies offer rapid, accurate estimation of volume status with the potential to improve clinical outcome. This review discusses the methods available for volume assessment, including ultrasound, bioimpedance, and the historical tools.

7.Application of microfluidic-chip in biomedicine.

As a novel analytical technology, the research of Micro total analysis systems (micro-TAS) has been spreading rapidly. micro-TAS has been widely used to perform chemical and biochemical analysis. Microfluidic-based analytical system as micro-TAS's manily direction develops very fast in terms of it's reaction speed, reagent consumption, miniaturization, cost, and automation. After having proven the value of microfluidics for genetic, proteomic and cytomics analysis, this article also anticipates the development tendency of this technology in the biology medicine domain. It has demonstrated that a truly, easy-to-handle Microfluidic-based analytical device will be emerged in the future.

8.Evidence-based medicine and clinical nutrition.

Evidence based medicine (EBM), the medical science in compliance with the good clinical evidence, has boomed since its inception. Availing of three major technologies of clinical epidemiology (CE), systematic reviews (SRs) and health technology assessment (HTA), it emphasizes that clinical practice should be based on the high-quality clinical evidence. Clinical nutrition (CN) is an important medical field. The introduction of concept of evidence into clinical nutrition was started in the late 1980's. Along with the development of EBM, clinical practice of CN has increasingly applied with the principles of EBM. Now, 1,435 clinical trials related to CN have been identified in the Cochrane Library. Of Sichuan University, there still exists the gap in both research and practice of CN between China and the developed countries. The introduction and implementation of EBM into CN will be preferable to its improvement. The preparation of the Cooperating Group of Clinical Nutrition of the Chinese Cochrane Center by Clinical Nutrition Center of Peking Union Medical College Hospital and West China Hospital of Sichuan University will be a good attempt.

OBJECTIVETo evaluated the fundamental role of stage control technology (SCT) on the detectability for Salmonella networking laboratories.
METHODSAppropriate Salmonella detection methods after key point control being evaluated, were establishment and optimized. Our training and evaluation networking laboratories participated in the World Health Organization-Global Salmonella Surveillance Project (WHO-GSS) and China-U.S. Collaborative Program on Emerging and Re-emerging infectious diseases Project (GFN) in Shanghai. Staff members from the Yunnan Yuxi city Center for Disease Control and Prevention were trained on Salmonella isolation from diarrhea specimens. Data on annual Salmonella positive rates was collected from the provincial-level monitoring sites to be part of the GSS and GFN projects from 2006 to 2012.
RESULTSThe methodology was designed based on the conventional detection procedure of Salmonella which involved the processes as enrichment, isolation, species identification and sero-typing. These methods were simultaneously used to satisfy the sensitivity requirements on non-typhoid Salmonella detection for networking laboratories. Public Health Laboratories in Shanghai had developed from 5 in 2006 to 9 in 2011, and Clinical laboratories from 8 to 22. Number of clinical isolates, including typhoid and non-typhoid Salmonella increased from 196 in 2006 to 1442 in 2011. The positive rate of Salmonella isolated from the clinical diarrhea cases was 2.4% in Yuxi county, in 2012. At present, three other provincial monitoring sites were using the SBG technique as selectivity enrichment broth for Salmonella isolation, with Shanghai having the most stable positive baseline.
CONCLUSIONThe method of SCT was proved the premise of the network laboratory construction. Based on this, the improvement of precise phenotypic identification and molecular typing capabilities could reach the level equivalent to the national networking laboratory.

10.Rapid health technology assessment of four oral Chinese patent medicines in treatment of functional gastrointestinal disorders.

To provide proof of the evidence-based medicine and decision-making information for the clinical decision of functional gastrointestinal disorders(FGIDs), this study evaluated and compared the efficacy, safety, and economy of four oral Chinese patent medicines(CPMs) in the treatment of FGIDs using the method of rapid health technology assessment. The literature was systematically retrieved from CNKI, Wanfang, VIP, SinoMed, EMbase, PubMed, Cochrane Library and ClinicalTrials.gov from the establishment of the databases to May 1, 2022. Two evaluators screened out the literature, extracted data, evaluated the quality of the literature, and descriptively analyzed the results according to the prepared standard. Eventually, 16 studies were included, all of which was rando-mized controlled trial(RCT). The results showed that Renshen Jianpi Tablets, Renshen Jianpi Pills, Shenling Baizhu Granules, and Buzhong Yiqi Granules all had certain effects on the treatment of FGIDs. Renshen Jianpi Tablets treated FGIDs and persistent diarrhea. Shenling Baizhu Granules treated diarrhea with irritable bowel syndrome and FGIDs. Buzhong Yiqi Granules treated diarrhea with irritable bowel syndrome, FGIDs, and chronic diarrhea in children. Renshen Jianpi Pills treated chronic diarrhea. The four oral CPMs all have certain effects on the treatment of FGIDs and have specific advantages for specific patients. Compared with other CPMs, Renshen Jianpi Tablets have higher clinical universality. However, there are problems such as insufficient clinical research evidence, generally low quality of evidence, lack of comparative analysis among medicines, and lack of academic evaluation. More high-quality clinical research and the economic research should be carried out in the future, so as to provide more evidence for the evaluation of the four CPMs.
