Problem of guarantee drug quality in safe respect for drug with herbal origin has been cared. Vietnam took part in Forum of agreement in drug with herbal origin Asian Northeastern and Western Pacific of WHO. Vietnam Ministry of Health promulgated “ Guide for studying and assessment safety and effect of Viet nam traditional medicines” in 1996. The safety of traditional medicines had related to many problems in which there were safe standard within the scope of drug quality standard . III Vietnamese Pharmacopoeia has 276 medical treatises, 37 oriental medicine product treatises, however, there was not criterion for quality guarantee on safety respect. Therefore, we need to step by step giving requests for criterion of test drug with herbal origin

This paper evaluated the situation of the false and inquality drugs in the market in Myanma and Vietnam and recommended that the government of each country should strengthen its own drug administration. This organization is decentralized in monitoring, managing the regulations related with drugs. The manufacture, import, export and distribution of false drug and inquality drug must be dealed as criminal affair.

The material control in the manufacturing, bussiness and imported and exported facilities must be strengthened aiming at increasing the capacity of control labo of facilities. The registeration and permission of raw material bussiness should be closely controlled. The production of raw material for drug in the own country should be encouraged to facilitate the quality control.

Drug quality, especially prevention on the false drug that is circulating, has been progressive. However, the antibiotics that was manufactured in the own country, imported and supplied on the market, has not been had high quality, have still remained significant rate under quality standard; This rate is still higher than other drug. Guarantee on the drug quality, which is very necessary, because use well, safely and effectively the antibiotic in treatment will contributed decrease the antibiotic resistance.
