3.Enabling greater private sector participation in health research in the Philippines.

OBJECTIVE: This study reviewed the current health research and development environment in the Philippines with respect to the engagement between the public and private sectors. The overall objective was to identify the role of the private sector in health research and identify barriers and opportunities for successful public-private health research partnerships.
METHODS: Key informant interviews were conducted using a semi-structured interview tool. Secondary data such as annual reports and project funding documents from the Philippine Council for Health Research and Development were also analyzed.
RESULTS: The roles of the private sector when engaging with the public sector for research and development were identified as generators, funders, and adopters of research. Information gathered showed that there were several institutional and practice barriers to the successful collaboration of the public and private sectors, however there were also lessons learned from the successes of cases such as the Axis-Knee System, Sambong, and Lagundi technologies.
CONCLUSION: The collaboration and partnership of the public and private sectors can be mutually beneficial. Government initiative to increase the ease of collaboration with the private sector in health research was found to be a necessary step to stimulate a productive health research environment.

7.Current status and challenges on the big data of public sector in Korea.

The ICT (information and communication technology) paradigm shift, including the burgeoning use of mobile, SNS, and smart devices, has resulted in an explosion of data along with lifestyle changes. We have thus arrived at the age of big data. In the meantime, a number of difficulties have arisen in terms of cost or on the technical side with respect to the use of large quantities of data. However, big data has begun to receive attention with the advent of efficient big data technologies such as Hadoop. Big data is recognized as the 21st century digital resource and new driving force. The governments of the United States, Japan, and other countries around the world have already been actively promoting big data in their national policies. Korea is promotingbig data actively in the public and private sectors according to National Issues of the Creative Economy and the Government 3.0. In this respect, the Korean government published the "Big Data Industry Development Strategy" in December 2013 and began supporting the use of big data in earnest. This article introduces the status and policy of international and domestic utilization of big data in the public sector. In addition, it describes the challenges in terms of technology, human resources, and data for the vitalization of big data collection and analysis in Korea.

8.Drug Resistance Rate of New Pulmonary Tuberculosis Patients Treated from the Private Sector in 2003~2005.

BACKGROUND: Surveillance of TB drug resistance (DR) is essential for providing information on the magnitude and trends in resistance, for developing treatment guidelines and for monitoring the effect of interventions. Up to now national surveys of drug resistance of M. tuberculosis have been conducted four times since 1994 among patients registered at health centers. The purpose of this study is to estimate the prevalence of primary drug resistance among new cases identified in private sector, and to compare it with the previous national drug resistance surveys. METHODS: The study collected results of drug susceptibility testing (DST) performed at the Korean Institute of Tuberculosis by the request of private sector from January 2003 to December 2005, and then finally selected new cases for the analysis from the database of Korean TB Surveillance (KTBS) by matching patients' name and social identification numbers. RESULTS: Of the 5,132 new patients included in the study, 689 (13.4%) patients were found to have drug resistance at least one drug, 530 patients (10.3%) were isoniazid resistant, 195 patients (3.8%) were multi-drug resistant (MDR), and 21 patients (0.4%) were extensively drug resistant (XDR). The rate of drug resistance tended to decrease annually but it was not statistically significant. When compared with previous national DR surveys in 2003 and in 2004 respectively, they were not significantly different. CONCLUSION: The prevalence of DR among new cases managed in the private sector did not show significant difference from that of new patients registered in the public sector in the same year.

9.Factors Influencing Depressive Symptoms in Public and Private Sector Employees

PURPOSE: This study aimed to identify factors influencing depressive symptoms in public and private sector employees.METHODS: Survey data on 23,602 workers who had worked in the public or private sector were obtained from the 2014 Korean Working Condition Survey (KWCS). Symptoms of depression were measured using the WHO-5 Well-being Index. Data were analyzed using a χ² test, t-test, and multivariate stepwise logistic regression to determine the factors affecting the symptoms of depression.RESULTS: First, the prevalence of depressive symptoms was 41.1 % in public sector employees and 43.4 % in private sector employees. Second, the factors commonly affecting depressive symptoms in public and private sector employees were residence area, cognitive demands, development opportunities, social support from colleagues, social support from supervisors, social community at work, job rewards, and work-family conflict. In addition, age, company size, atypical work, ergonomic risks, quantitative demands, emotional demands, influence, and job insecurity were found to be predictors of depressive symptoms unique to private sector employees.CONCLUSION: Mental health programs including the employee assistance program (EAP) should be developed and implemented after considering the risk factors affecting depressive symptoms.
