Journal of Huazhong University of Science and Technology (Medical Sciences) 2002;22(2):89-99
ISO9000 quality management system (ISO9000QMS) emphasize on the customer-oriented, managers' leadership and all staff's joining, adopt the process method and system management, spread the taking facts as a basis to make decision and improve consistently, and establish win-win relation with the suppliers. So, the digital hospital can adopt the ISO9000QMS. In order to establish the ISO9000QMS, the digital hospital should: (1) Design integrally, including analyzing the operation procedure, clarifying the job duties, setting up the spreading team and setting the quality policy and objectives: (2) Learning the ISO9000 quality standards; (3) Drawing up the documents, including the quality manual, program files and operation guiding files; (4) Training according the documents; (5) Executing the quality standard, including the service quality auditing, quality record auditing and quality system auditing; (6) Improving continually. With the establishment of ISO900QMS, the digital hospital can appraise more accurately, analyze quality matters statistically and avoid the interference of artificial factors.

4.Judicial appraisal of 24 cases of medical tangles involving patient's death.
Journal of Forensic Medicine 2010;26(6):440-442
OBJECTIVE:
To explore the cause of mistakes in medical tangles involving patient's death, and to analyze its key points in judicial appraisal.
METHODS:
Total 24 cases involving patient's death and multiple identifications were respectively analyzed and summarized based on common situations, distribution of departments, degree of responsibility and mistake analysis.
RESULTS:
It was showed that those medical tangles mostly originated from technical aspects, such as neglecting of latent symptoms, oversimplified management in clinical reception, poor cooperation between departments, and hesitation in confronting unexpected emergencies. In addition, some institutional mistakes, such as the performance of disclosure duty, opportunity of referral course, and deficiency of basal medical equipments, were the other aspects that caused these medical tangles.
CONCLUSION
The results mentioned above could provide some clues for the judicial appraisal of the similar medical tangles, and be helpful for avoiding their occurrence in future.

Safety and Health at Work 2011;2(3):260-272
OBJECTIVES: The promotion of health and safety (H&S) awareness among hospital staff can be applied through various methods. The aim of this study was to assess the risk level of physical hazards in the hospital sector by combining workers' perception, experts' evaluation and objective measurements. METHODS: A cross-sectional study was designed using multiple triangulation. Hospital staff (n = 447) filled in an H&S questionnaire in a general hospital in Athens and an oncology one in Thessaloniki. Experts observed and filled in a checklist on H&S in the various departments of the two hospitals. Lighting, noise and microclimate measurements were performed. RESULTS: The staff's perception of risk was higher than that of the experts in many cases. The measured risk levels were low to medium. In cases of high-risk noise and lighting, staff and experts agreed. Staff's perception of risk was influenced by hospital's department, hospital's service, years of working experience and level of education. Therefore, these factors should be taken into account in future studies aimed at increasing the participation of hospital workers. CONCLUSION: This study confirmed the usefulness of staff participation in the risk assessment process, despite the tendency for staff to overestimate the risk level of physical hazards. The combination of combining staff perception, experts' evaluation and objective measures in the risk assessment process increases the efficiency of risk management in the hospital environment and the enforcement of relevant legislation.

6.Health policy for 20th National Assembly.
Journal of the Korean Medical Association 2016;59(10):750-752
The 20th National Assembly of Korea was called to order on April 13, 2016. The National Assembly is invested with the authority to play a significant role in influencing healthcare policy. There are many pending issues in healthcare policy that the Assembly needs to address in this term. The low fertility rate and population aging that Korea faces can exert a major impact on the healthcare system, as aging will lead to an expansion of non-communicable diseases, which can place a high burden on society. This requires strengthening the social security system, including National Health Insurance. A paradigm shift is necessary, in which healthcare providers are organized in the National Health Insurance using approaches such as the Accountable Care Organization (ACO) and Patient_Centered Medical Home (PCMH), and people are offered choices similar to the US Medicare Advantage Program. Additionally, it is essential that healthcare accessibility is enhanced by covering catastrophic medical costs and guaranteeing patient safety through quality improvement so that healthcare costs are kept within an affordable range. Therefore, the 20th National Assembly must overcome differences in ideology to improve the healthcare system with the aim of promoting national health.
