With the gradual intervention of medical social workers in the hospitals,medical social workers have been concerned by people and have conflicted with nurses due to their different values.The article analyzes deeply the origin and meaning of altruistic values both in China and West and the common basic values shared by medical social workers and nurses as well as their own distinctive values.

The paper expounds the experiences of AIDS legislation in some countries and analyses the present situation and problems of Chinese AIDS legislation,then puts forward some suggestions of prevention and legislation.
