The paper discusses critical factors for the successful introduction of information and communication technologies(ICT)into health care organisations.The proven evidence around the world suggests that introducing health ICT is a mutual transformation process that actively involves people, organisation and technology.The key people factors include personal attributes of the change agent, user ownership and positive user attitudes.The organisational facilitators are adequate funding, strong leadership and project management, integration of IT with work practices, managing change and end user expectations, and end user training and support.User friendly and useful systems can be achieved by involving both management and frontline health care workers in requirements analysis, system selection or prototyping, development and implementation.

To ensure the introduction of a health information system (HIS) is on track and will bring in the ex-pected outcomes, it is essential to evaluate the critical success factors at every stage of the system introduction life cy-cle. Based on comprehensive literature research and personal experience of evaluating HIS, the author proposes a multi -method approach that incorporates both quantitative and qualitative research, conceptualized through the DeLone and McLean Information Systems Success Model. The advantage of this approach is not only identifying the factors impacting on implementation success, but also distinguishing the critical factors from the less important ones.Thus it will facilitate management in prioritizing effort to address the key challenges at different stages of system introduction. This evidence -based management decision support will reduce the failure rate and maximize the benefits of HIS investment.
4.Analysis of the User Portraits of Doctors Offering Free Medical Advice in Online Live Streaming and Their Influence

Purpose/Significance User portraits of doctors offering free medical advice in online live streaming are constructed and further used to analyze the behavioral characteristics of various types of doctors,so as to provide references for improving the effect of live streaming and their influence.Method/Process A sample of 1 816 doctors who offer free medical advice on the Haodf.com platform is used for clustering analysis to generate different doctor group portraits by using the two-step clustering algorithm.Then an evaluation system for live streaming influence is constructed to explore the differences in online influence among doctors with different styles of live streaming.Result/Conclusion Three types of doctor group portraits are identified,including knowledge-sharing,self-promotional and sociable.There are significant differences in their online influence and three dimensions of live streaming effects including activeness,reputation,and hotness among different doctor groups.Comparative analysis is further performed to find potential solutions for enhancing their live streaming influence.

Purpose/Significance To evaluate and study the quality of information published by users of internet medical platforms u-sing text content analysis method.Method/Process The text content of typical internet medical platforms in China is obtained by Python crawler,natural language processing(NLP)and clustering analysis are performed.Feature indexes are extracted and logistic regression model and grey relational degree correction are designed to construct an information quality evaluation index system.Result/Conclusion The information release and presentation of internet medical platforms can be strengthened from the aspects of information richness,char-acteristics of information publishers and user interaction,and users can be guided to release high-quality information and quickly identi-fy valuable information,so as to promote the sustainable development of internet medical platforms.

Purpose/Significance The current situation of internet diagnosis and treatment in medical institutions in Beijing is ana-lyzed and studied to provide references for further promoting internet diagnosis and treatment and improving supervision of internet diagno-sis and treatment in medical institutions.Method/Process By using the methods of literature analysis,questionnaire survey and on-site interview,the current situation of internet diagnosis and treatment in medical institutions that have been qualified for internet diagnosis and treatment in Beijing is investigated.Result/Conclusion The internet diagnosis and treatment has been attached great importance by medical institutions in Beijing and has developed rapidly.However,it is also necessary to further optimize the internal and external envi-ronment for the development of internet diagnosis and treatment,strengthen supervision,and improve the public's acceptance.
7.Evaluation and Analysis of the Operation of Telemedicine Facilities from the Perspective of Medical Institutions and Medical Personnel

Purpose/Significance To investigate the operation status of telemedicine facilities in hospitals of different classifications and the evaluation of medical staff on the operation of facilities,so as to provide scientific basis for further promoting the construction of telemedicine and improving the level of telemedicine services.Method/Process Through an online questionnaire survey,the configura-tion and operation of telemedicine terminals in medical institutions are collected nationwide,and the feedback of medical personnel on the convenience of operation of telemedicine system is investigated.By using SPSS 25.0 software,descriptive analysis method is adopted to evaluate the availability of telemedicine facilities,and variance analysis is used to compare the differences in equipment failure frequency,the operation convenience of telemedicine system and facility evaluation in hospitals of different classifications from the perspective of medical institutions and medical personnel.Result/Conclusion The overall failure rate of telemedicine equipment is low,and the use of telemedicine system is relatively convenient,but the hospital information system is relatively poor to meet the needs of telemedicine,and the telemedicine system connections between different hospitals,as well as the telemedicine infrastructure facilities of primary medical in-stitutions need to be further improved.

Purpose/Significance With regional collaboration as the core,the study explores an efficient,convenient and stand-ardized two-way referral service mode,further implements the hierarchical diagnosis and treatment system,and realizes the ration-al allocation of medical resources.Method/Process Combined with the"internet+",a two-way referral cloud platform is built to realize the interconnection and information sharing between the referral business and the hospital business.Result/Conclusion The construction of the two-way referral cloud platform has promoted the standardization and convenience of referral process and im-proved the satisfaction of doctors and patients.The two-way referral service mode based on regional collaboration promotes the in-tegration of medical resources,improves the medical service capacity of medical alliances,and improves the medical experience of referral patients.
9.Analysis on the Current Situation,Influencing Factors and Strategies of Data Sharing in Cross-regional Specialty Medical Alliances

Purpose/Significance To clarify the construction mode and key factors of data sharing in Chinese medical alliances,and to provide references for promoting data sharing in medical alliances.Method/Process Taking children's medical alliance of Yangtze River Delta as an example,Delphi method and qualitative interview method are used to explore the key contents and effect evaluation of specialty alliance construction,and the key factors of specialty alliance data sharing are defined based on the technology-organization-environment framework;SWOT analysis model is used to propose development strategies.Result/Conclusion Member hospitals are less satisfied with the construction effect of information interconnection.Key factors for realizing data sharing in specialty alliances include:support from government administrative departments,uniform and systematic compatibility of information standards,information security emergency response,patient privacy protection and informed consent,willingness of department directors to share,and internal communi-cation and compensation mechanism of alliances.
10.Study on the Connotation Quality Prediction Model of Inpatient Medical Record Based on Multi-layer Perceptron Neural Network

Purpose/Significance To explore the important factors affecting the connotation quality of inpatient medical records,and to provide model prediction and improve the connotation quality of inpatient medical records.Method/Process A total of 590 inpatient medical records monitored by quality control in Shanghai First People's Hospital from June to November 2022 are collected.The influen-cing factors are initially screened by single factor analysis,and a multi-layer perceptron neural network prediction model for the connota-tion quality of inpatient medical records is constructed.Result/Conclusion The area under the curve(AUC)of the prediction model is 0.940,95%CI is 0.928~0.951,the sensitivity is 93.73%,and the specificity is 78.22%.The top three independent factors affecting the rating of a case as grade A are concentrated in the surgical safety checklist,the analysis of the first director's ward round,and the surgical nursing record.The multi-layer perceptron neural network connotation quality prediction model has good prediction efficiency,which provides theoretical references for the connotation quality management of inpatient medical records.
