The accessibility of drugs is the fundamental condition for achieving the universal health care, and price is the important factor of accessibility.It is essential to have a national price negotiations mechanism for the patented drugs and for exclusive production of drugs.As for the regular works, the national price negotiations mechanism should be ruled by law, while rules and regulations should be formulated accordingly.This paper discusses the specific content and the clarification of the legislative principle of legal framework for the negotiations, main roles, and selection of objects, procedure, results and application of the negotiations.It also analyses the existing problems are analyzed, and put forward the future legislation and corresponding rules.

BACKGROUND: Drug therapy can improve the clinical symptoms and extend the gestational age through the maternal way to treat intrahepatic cholestasis of pregnancy (ICP), however, fetal hypoxia and meconium-stained amniotic fluid can not clearly improved. OBJECTIVE: To explore the effect of replacement of amniotic fluid that contains high concentrations of bile acids by artificial amniotic fluid through amniocentesis in the rat model of ICP. DESIGN, TIME AND SETTING: Random control animal experiments were completed in the Laboratory (first-degree laboratory) of Animal Experimental Center in Chongqing Medical University from March to September 2008. MATERIALS: Forty SD pregnant rats with 15 days of pregnancy were randomly divided into intracavitary injection of S-Adenosyl-L-methionine (SAMe) (IUS), intracavitary injection of sodium chloride (IUN), intravenous injection of SAMe (IVS) and blank control (IC) groups, with 10 rats in each group. METHODS: On day 15 of pregnancy, ICP rat models were induced by daily injection of estradiol benzoate. On day 17 of pregnancy, 1 mg SAMe and 0.3 mL sodium chloride were injected into amniotic cavity of in the IUS and IUN groups through amniocentasis. Meanwhile, 30 mg SAMe were injected though tail veins in IVS group. No treatment was performed in the IC group. MAIN OUTCOME MEASURES: The meconium-stained amniotic fluid rate and the still birth rate were calculated. Total bile acid (TBA) level in amniotic fluid was measured. In addition, the expression of hypoxia-inducible factor 1 ?(HIF-1?) mRNA in the placenta of rats were examined by immunohistochemistry and reverse transcription PCR at the days 20 of pregnancy. OBJECTIVE:To investigate the clinical efficacy and safety of atorvastatin calcium combined with probucol in the treatment of atherosclerosis. METHODS:A total of 80 patients with atherosclerosis selected from the Affiliated Hospital of Sichuan College of TCM during Jan. 2015-Jan. 2016 were randomly divided into control group and observation group according to random number table,with 40 cases in each group. Control group was given Probucol tablet 0.5 g,every 2 days. Observation group was ad-ditionally given Atorvastatin calcium tablet 20 mg,qd,on the basis of control group. Both groups were treated for consecutive 24 weeks. The levels of blood lipid,arterial plaque size and thickness before and after treatment,life quality score before treatment and 3 months after treatment were observed in 2 groups;and the occurrence of ADR was recorded. RESULTS:Before treatment, there was no statistical significance in blood lipid,arterial plaque size and thickness or life quality score between 2 groups(P>0.05). After treatment,the levels of TC,TG and LDL-C,arterial plaque size and thickness in 2 groups were decreased significant-ly,while HDL-C level and life quality score were increased significantly;the improvement of above indexes in observation group was significantly better than control group,with statistical significance(P<0.05). There was no statistical significance in total inci-dence of ADR between observation group(12.50%)and control group(15.00%)(P>0.05). CONCLUSIONS:Atorvastatin calci-um combined with probucol in the treatment of atherosclerosis can reduce blood lipid level and get thrombolysis,and contribute to the recovery of living ability with good safety.

To enhance interns' comprehensive ability and qualification in medical laboratory , ISO 15189 quality system that was widely accepted at home and abroad was applied in practice teaching management. Second, the management system of the intern was improved, the rules of the management of the intern files were optimized, the train-ing and study were regularly organized, the teaching system was perfected, and the practice appraisal was standardized. Practice proved that the graduates had strong ability to work, to master the quality management of ISO 15189 elements and could solve the common problems in clinical work and at the same time they had certain scientific research thinking.

Objective To determine the content of Ginsenoside Rb1 by RP-HPLC. Methods HPLC was employed with a column of Diamonsil ODS-C18 and a mobile phase of Acetonitrile-H2O (29∶71), the detection wavelength at 203 nm and the column temperature at 25 ℃. Results The linear correlation is available between 0.776 and 7.760 ?g/mL of Ginsenoside Rb1, and the correlation coefficient was 0.999 99, the average recovery was 99.69% and RSD was 2.04% (n=6). Conclusion The method is simple and accurate, and applicable to control the quality of Chanshu Granule.

OBJECTIVETo investigate the influence of male age on the pregnancy outcomes of in vitro fertilization-embryo transfer (IVF-ET).

METHODSWe retrospectively analyzed 7,533 cycles of IVF-ET performed between January 1, 2009 and October 31, 2013. We divided the samples into three groups according to the female age (< 30, 30-34, and 35-38 yr), each again subdivided into six groups based on the male age (< 30, 30-32, 33-35, 36-38, 39-41, and ≥ 42 yr). We compared the rates of implantation, pregnancy, miscarriage, and live birth among different age groups.

RESULTSThere were no statistically significant differences in basal E2, FSH, endometrium thickness on the day of hCG administration, number of oocytes retrieved, and days of embryo transfer among different male age groups (P > 0.05). The implantation rate showed an age-dependent decrease in the < 30, 30-32, 33-35, 36-38, 39-41, and ≥ 42 yr male groups, 41.1, 42.0, 39.5, 31.3, 40.7, and 48.6% among the women aged < 30 years (P < 0.05), 40.3, 36.4, 35.1, 35.3, 29.4, and 37.3% among the women aged 30-34 years (P < 0.05), and 48.2, 17.8, 25.3, 23.5, 22.1, and 23.8% among the women aged 35-38 years (P < 0.05). The miscarriage rate was significantly higher in the ≥ 39 yr than in the 30-32 and 33-35 yr male age groups among the women aged 30-34 years (P < 0.05), but showed no remarkable differences among the other male age groups in the women aged < 30 and 35-38 years (P > 0.05). No statistically significant differences were observed in the rates of pregnancy and live birth among different male age groups (P > 0.05).

CONCLUSIONMale age has some influence on the rates of implantation and miscarriage but not on the rates of pregnancy and live birth in IVF-ET.

Objective To evaluate the efficacy of Qingkailing injection for cerebrovascular diseases by systematic review of clinical trials. Methods Meta-analysis was used to evaluate the efficacy of Qingkailing injection on cerebrovascular diseases from 38 articles on clinical trials published from 1994 to 2008 in Chinese journals with the software RevMan5.0. Sensitivity analysis was taken to analyze the results of trails with different inclusion criteria. Results 38 clinical control trails were included for efficacy analysis, a fixed effects model was chosen and the value of odds ratio (OR) was 3.26 with the 95% confidence interval from 2.71 to 3.92. Conclusions Qingkailing injection may have positive effect on cerebrovascular diseases, its efficacy need to be confirmed with high-quality randomized controlled trials.
