1.Evaluation and Countermeasures of the Implementation of Forensic Clinical Identification Standards Based on the Perspective of Accreditation.

The new Standardization Law, implemented in 2018, has added a standard post-implementation evaluation system, aiming to continuously improve the quality of standards through post-implementation evaluation. Standards in the forensic science field are closely related to accreditation activities. Forensic science standards are not only the criteria on which accreditation activities are carried out, but also one of the key contents of the inspection of forensic science institutions in accreditation activities. Since 2018, the certification and accreditation policies in the forensic science field have also been changed, which has brought impacts on the construction of a standard system based on accreditation.This paper analyzes the standard data from China National Accreditation Center from Conformity Assessment on forensic clinical identification accreditation assessment. It points out that the current coverage of laboratory accreditation activities is limited, the development in different provinces is unbalanced, and there is overlap and crossover in the standards in use. It is emphasized that the construction of the national forensic science standardization technical committee, the improvement of the forensic science standard system, the establishment of the standard implementation evaluation index system, and promotion of the coordination of standards, and the certifications and accreditations should be accelerated, in order to continue to promote the standardization and accreditation activities in the field of forensic science.

2.Determination of Bloodstain Age by UV Visible Integrating Sphere Reflection Spectrum.

OBJECTIVES:
To establish a method for rapid identification of bloodstain age.
METHODS:
Under laboratory conditions (20 ℃, 25 ℃ and 30 ℃), an integrating sphere ISR-240A was used as a reflection accessory on an UV-2450 UV-vis spectrophotometer, and a standard white board of BaSO₄ was used as reference, the reflection spectrums of bloodstain from human ears' venous blood were measured at regular intervals. The reflection radios R₅₄₁ and R₅₇₇ at a specific wavelength were collected and the value of R₅₄₁/R₅₇₇ was calculated. The linear fitting and regression analysis were done by SPSS 17.0.
RESULTS:
The results of regression analysis showed that R² of the ratios of bloodstain age to UV visible reflectivity in specific wavelengths were larger than 0.8 within 8 hours and under certain circumstances. The regression equation was established. The bloodstain age had significant correlation with the value of R₅₄₁/R₅₇₇.
CONCLUSIONS
The method of inspection is simple, rapid and nondestructive with a good reliability, and can be used to identify the bloodstain age within 8 hours elapsed-time standards under laboratory conditions.

3.Comparative Analysis of Visual System Disability Evaluation Criteria between China and the United States.

Gradation of Disability in Human Body Injuries (hereinafter referred to as Gradation) has been released and used since January 2017, and has become the most widely used standard in forensic science practice. This paper calculates and rates the visual system evaluation provisions of the current domestic disability evaluation criteria represented by the Gradation which used the methods of Guides to the Evaluation of Permanent Impairment (hereinafter referred to as GEPI) issued by American Medical Association (AMA). Through comparing, a good correlation between the provisions in Gradation and whole person impairment rating index in GEPI was shown. On the basis of this, suggestions are put forward to amend some provisions of Gradation, in order to provide reference for the revision and further improvement of domestic standards and provisions.
