The new president was elected unusually within short period, because of the president's impeachment. As the result, policy window as the president's election was rarely opened in healthcare sector. The new government has to overcome the era of aged society, low birth rate, and low economic growth rate and to prepare the unification of nation. The new government should set the priority of healthcare policies through a holistic and systematic approach. And the new government must implement a balanced healthcare policy with equity and efficiency, regulation and support, consumers and suppliers, in-kind benefits and cash benefits, and so on.

6.Evidence-Developing Disease Control of Coronavirus Disease 2019

Coronavirus disease 2019 (COVID-19) has been going on for nearly a year. As of December 1, 2020, more than 60 million confirmed cases and 1.4 million deaths have occurred in 220 countries and territories. There is no effective treatment for COVID-19 so far, and vaccines are being developed. However, the vaccine of COVID-19 can be freed from COVID-19 only if there are positive answers to some questions: “Aren’t there any major side effects from the vaccine?”; “Is the vaccine effective for enough time?”; “Does the vaccine sufficiently reduce the mortality rate?”; and “Does the vaccine sufficiently reduce the reproduction number?” The fight against COVID-19 will continue for a long time. Therefore, we need to respond by developing the evidence for control of COVID-19, the emerging infectious disease. Extensive quarantine measures in the early stages of COVID-19 need to be elaborated through developing the evidence. Korea Disease Control and Prevention Agency should establish a database for evidence developing COVID-19 control. In this database, based on more than 3 million tested individuals, epidemiological investigation results, health insurance claims data, and government data such as the Ministry of Public Administration and Security, etc. should be linked. It is necessary to disclose this database to academia, etc. to create the evidences of COVID-19 and manage COVID-19 through these. And through the developed evidences, guidelines for physical health and mental health in the era of Corona 19 should be developed.
7.Post-Coronavirus Disease 2019

Coronavirus disease 2019 (COVID-19) is currently in progress. Although it is difficult to predict the end of currently increasing COVID-19, it is expected to last for a long time. The COVID-19 is making a lot of changes. Due to physical distancing and living distancing, non-contacts such as wearing facial masks, online lectures, online medical services, telecommuting, and telemarketing are becoming common. In the era of post-COVID-19, online and offline will coexist. Many countries following China’s lockdown strategy, which is agreed with the World Health Organization, should be changed to Taiwan’s facial mask strategy for reducing the economic problems. The prolonging COVID-19 will add to the economic difficulties, and the US-China confrontation will be difficult to rebound the global economy. COVID-19, such as plaque, smallpox, and Spanish influenza, will be a historical momentum. How to respond to the crisis of COVID-19 and post-COVID-19 will determine the future of the world and Korea.
8.Suggestions for Advancing the Control of Emerging Infectious Diseases

Coronavirus disease 2019 (COVID-19), which originated in Wuhan, China, is pandemic. It has occurred in more than 170 countries on six continents. In Korea, COVID-19’s cases are more than 9,000. The reasons of pandemic COVID-19 are that COVID-19 can spread asymptomatic or early in symptoms although similar reproductive number to severe acute respiratory syndrome coronavirus (SARS), that there are more travelers in China and world than the SARS of 2003, and that the control of COVID-19 was contaminated to political considerations in China, World Health Organization (WHO), and Korea. Emerging infectious diseases such as COVID-19 will occur in the future. To prepare for control of emerging infectious disease, first, the Ministry of Health should be independent from Ministry of Health and Welfare and the department of disease management should be established. Second, experts for making evidence about the emerging infectious diseases should be trained and the plan that is the mobilization of manpower and facilities in large cases will be established. Third, the WHO should enhance its capacity to manage emerging infectious diseases and Korea will support the country of occurred emerging diseases through experts in the analysis of emerging infectious diseases.
9.Establishment of Ministry of Health: Reform of Central Government for National Disease Control and Healthcare System

Korea has failed to respond to the Middle East respiratory syndrome of 2015 and the early phase of coronavirus disease 2019 (COVID-19) of 2020. This is due to the structural problems of the Ministry of Health and Welfare that has been more increased manpower and budgets of the welfare part relative to those of the health part, and the ministers were appointed welfare experts, not health experts. In 21 (56.8%) of the Organization for Economic Cooperation and Development countries, the Ministry of Health operates independently, and these countries have been relatively well coping with COVID-19. The importance of the Korean health sector is increasing even further. Korea faces on the emerging infectious diseases, chronic infectious diseases such as tuberculosis that has been being a huge burden, and rapidly increasing non-communicable diseases, suicide and mental disorders, and some diseases due to fine dust and climate change. In addition, the rapid advancement of the aging society, the entry of an era of ultra-low fertility and low-economic growth, and the unification of the Korean peninsula are calling for a health policy reform. Therefore, the Ministry of Health should be established and systematically responsible for health policy, disease policy, medical policy, and medical security policy. Ministry of Health will be the control tower for K-Disease Control, K-Bio, and K-Health.
10.The Effect of Stress and Depression on Unmet Medical Needs.

BACKGROUND: Mental health issues such as stress and depression have been regarded as major social problems in Korea. We investigated the relationship between stress and depression with unmet medical needs (UMN). METHODS: Using the nationwide database of 2010 Korea National Health and Nutritional Examination Survey (K-NHANES), subjects aged 19 years or above were selected (n=6,055). In the K-NHANES questionnaire, subjects were asked about their UMN experience, severity of stress, and perceived depression lasting at least 2 weeks over the past year. The effects of stress and depression on UMN were analyzed in 4 models established by adding predisposing, enabling and need factors in a step-wise fashion. The risks for UMN were also assessed according to the causes of UMN. RESULTS: Individuals who felt stress ‘very often’ (odds ratio (OR) 3.28, 95% CI=2.23-4.86) and ‘often’ (OR 2.53, 95% CI=1.93-3.31) and who experienced depression (OR 1.68, 95% CI=1.35-2.10) reported significantly elevated UMN rates, and these effects were substantial especially for the individuals who had UMN due to economic constraint. Females, lower education level, lower income, unemployed status, and negative perceptions about health status were found to be additional risk factors for UMN. CONCLUSION: Our results confirmed the risks of stress and depression on UMN. It is strongly advisable to create initiatives to improve mental health, particularly stress and depression, and to fulfill individuals' medical utilization needs.
