New military transformation leads to the transformation of the mechanism of military medical service,and stimulates the development of reserve hospitals.Based on its unique function of from basic medicine to clinical medicine,from innovation to practice,from research to application,translational medicine combines the concept of base on market and face battlefield,it has satisfied the need of an all-round development.Technical innovation is the core of translational medicine,it is also the basic way to meet the growing demand of medical support in war time.Thus,to strengthen the construction of the technical innovative system of translational medicine not only provides a new guidance to the development of reserve hospitals,but also offers an important guarantee to the realization of effective hospital mobilization and medical relief effort.

3.International academic conference promotes innovation in scientific research

International academic conference is important for universities to participate in international cooperation and exchange. The several large-scale international conferences on military medicine held by the Third Medical Military University opened up international exchange in basic medical science, clinical medicine, military medicine, etc. We have adopted a diversity of means, such as taking initiative to hold international conference, facilitating conferences that conform to the current scientific trend and making use of all possible resources to gain the opportunities for holding the international conferences. As a result, we succeeded in absorbing the latest information in science and technology, building up academic reputation, promoting international cooperation, accelerating the training of personnels, creating a good atmosphere for international exchanges, et al.
4.Expansion of foreign affairs functions to enhance the scientific and technological strength of the military medical university

Starting from the transformation of the management models of foreign affairs,we introduced the achievements made through expanding the functions of foreign affairs at a military medical university in terms of academic exchanges,research collaboration,and training of young intellectuals,which resulted in the improvement of scientific and technological strength.Further expansion of foreign affair functions was then discussed in aspects of establishing institutional mechanisms,improving the service platform and building a team of qualified foreign affair administrators.
5.Establishment of index system for evaluating sustainable innovation ability of science and technology in large general hospital

Objectives To establish an evaluation index system for general hospital's sustainable innovation ability of science and technoloby and determine the index weight. Methods Firstly, the theory of scientific and technological innovation was discussed based on the systematic analysis of the related facts from the documents. Secondly, a set of targets was drafted with methods of work breakdown structure (WBS), classification and combination from references to many other studies of science and technology evaluation, and then revised by experts who are familiar with the subject. Thirdly, the weight of each target was decided through Analytical Hierarchy Process (AHP) and questionnaires. Results A systematic and comprehensive evaluation system of the general hospital's sustainable innovation ability of science and technology, comprised 3 first-level indicators, 15 second-level indicators and 37 third-level indicators, which were proved reliable by consistency check. The weights of each indicator were also defined. Conclusions The evaluation system comprises both qualitative and quantitative indicators. The indicators not only reflect the performance of a period, but also reflect the sustainability of large general hospitals' scientific and technological innovation ability. By using the scientific consultation, analysis and statistics, the evaluation system is proved to be valid and reliable.
6.Comprehensive study of evaluation system for sustainable innovation ability of science and technology in large general hospitals

Objective To evaluate the sustainable innovative ability of science and technology (S &T) of four large general hospitals from three different regions of China(Chongqing, Shaanxi and Hunan) with an evaluation system. Method The data collected were processed with normalization method. The evaluation models were established and varied in design to reflect either the dynamic trends or the levels of innovative abilities in different hospitals. Results Hospital A, B and D took on an ascending trend in sustainable S & T ability for innovation, while hospital C showed a descending trend in recent years. Overall, hospital A and D had a stronger sustainable S & T ability for innovation than hospital B and C. Conclusion The eval-uation system established is able to reflect the levels and trends of sustainable S & T innovative ability of the selected hospitals, which is in accordance with the actual situations, and is therefore scientific and feasible.It could provide reference for hospital S & T administrators to make decisions and is favorable to the sustainable development of hospital's S & T innovative ability.
7.Thinking on accelerating the transformation and development of science and technology in military medical university

Objective To analyze the countermeasures and propose suggestions for speeding up the development of science and technology in military medical universities.Methods Intelligence research method and analysis induction method were adopted.Results Identify the key points and strategic advice for the development based on the analysis of the science and technology transformation background of the of military medical universities.Conclusions The urgency and significance of accelerating the development of science and technology in military medical universities is unprecedented.The focus is on optimizing the layout of disciplines,highlighting key areas,and innovating organizational models.It is necessary to update ideas,establish a classification evaluation mechanism,deepen the integration of military and non-military,and consolidate the platform.
8.The PI system in American scientific research field and their inspiration to the cultivation of innovative ability of medical graduate students in China

Objective By analyzing the characteristics of PI system in the US,especially its advantages,to learn the ways and means in the cultivation of postgraduates' innovative ability.Combined with the current situation of medical postgraduate training in China,some countermeasures in line with the actual situation of our country and the cultivation characteristics of medical graduate students' innovative ability were proposed.Methods Conducting literature review by using the CNKI and logging on to the official website of relevant agencies to collect and summarize related research data.Results Concrete suggestions from four aspects were proposed:Encourage medical graduate students to participate in scientific and technological research,well-planning of scientific research resources,optimizing and perfecting the mentor-mentee system and constructing a reasonable mechanism for achievement distribution.Conclusions The PI system in American scientific research field can be used for reference in the form and content of cultivating the innovative ability of medical postgraduates in China.
9.A study on the model of academic spoken English teaching for medical postgraduates based on project-based learning

Objective To explore the feasibility and teaching effect of academic spoken English teaching model for medical postgraduates based on project-based learning.Methods 22 graduates from Army Military Medical University were taken as the research subjects and a one-semester project-based learning practice was carried out.And then the feedback was collected and the satisfaction survey was conducted through questionnaire.The data was analyzed with SPSS 22.0.Results In terms of teaching design,95.5% students though it was reasonable that the course was composed of two blocks:daily communication English and academic spoken English (4.18 ± 0.66).77.2% students agreed that the division of project groups and awarded marks for active performance in class stimulated their enthusiasm of evolving in class (3.64 ± 0.90).86.4% students thought that it is necessary for both the professional teachers and foreign language teachers to participate in the simulated international academic conference (4.09 ± 1.02).In terms of the satisfaction of course experience,the students gave a positive overall evaluation on the design of academic spoken English for medical postgraduate based on PBL.Among 21 questions,except the first one (3.45 ± 0.91),lower than 4.00,the rest of them were all above 4.00.Conclusion With the implement of project-based learning into academic spoken English teaching model,the teaching design highlighted the learners' needs,motivation and learning process,which gradually transformed static academic English knowledge into academic communicative competence during the completion of the project.Also,it is necessary to balance the proportion of language and content in the teaching practice and strengthen the training of teaching staff,so as to improve its teaching effect.
10.Construction of a multi-level and multi-style English curriculum system in medical colleges and universities based on analytic hierarchy process

Objective:To construct a multi-level and multi-style English system in medical colleges and universities for improving medical students' English comprehensive ability in the field of medical science, and to explore the effective transition from college English teaching to bilingual or all-English medical teaching.Methods:English curriculum system in medical colleges and universities was constructed through expert consultation. Indicator ratings were collected from 7 experts who were engaged in college English teaching in medical colleges and universities by questionnaires and interviews. Then the weights of all courses were obtained by means of analytic hierarchy process (AHP).Results:The overall weights of academic paper writing, English for international academic exchange, cross-cultural communication, medical English listening and speaking, and medical thesis writing were in the top 5. Comprehensive English level 2 was in the rank of 6. CET-4 ranked 8.Conclusion:First, general English is still compulsory in medical colleges and universities, but its weight can be reduced properly and the different starting levels are set according to the students' English proficiency. At the same time, the threshold level for bilingual or all-English medical teaching could be assisted by grade examination. English for intercultural communication is not the major but elective subject in medical colleges and universities in order to increase the connotation of English courses in medical colleges and universities. But the cultivation of intercultural communicative competence is essential and can be integrated into each part of other courses.
