After a description of the status quo of information literacy education in domestic colleges and universi-ties and the information literacy courses offered in University of Illinois according to The framework for information literacy in higher education, the information literacy courses offered in University of Illinois according to The frame‐work for information literacy in higher education were analyzed in aspects of their teaching target, teaching contents and teaching methods, with suggestions put forward for domestic information literacy education, including construc-tion of information literacy courses system and implementation of flexible teaching methods.

4.Comprehensive study of evaluation system for sustainable innovation ability of science and technology in large general hospitals

Objective To evaluate the sustainable innovative ability of science and technology (S &T) of four large general hospitals from three different regions of China(Chongqing, Shaanxi and Hunan) with an evaluation system. Method The data collected were processed with normalization method. The evaluation models were established and varied in design to reflect either the dynamic trends or the levels of innovative abilities in different hospitals. Results Hospital A, B and D took on an ascending trend in sustainable S & T ability for innovation, while hospital C showed a descending trend in recent years. Overall, hospital A and D had a stronger sustainable S & T ability for innovation than hospital B and C. Conclusion The eval-uation system established is able to reflect the levels and trends of sustainable S & T innovative ability of the selected hospitals, which is in accordance with the actual situations, and is therefore scientific and feasible.It could provide reference for hospital S & T administrators to make decisions and is favorable to the sustainable development of hospital's S & T innovative ability.
5.Establishment of index system for evaluating sustainable innovation ability of science and technology in large general hospital

Objectives To establish an evaluation index system for general hospital's sustainable innovation ability of science and technoloby and determine the index weight. Methods Firstly, the theory of scientific and technological innovation was discussed based on the systematic analysis of the related facts from the documents. Secondly, a set of targets was drafted with methods of work breakdown structure (WBS), classification and combination from references to many other studies of science and technology evaluation, and then revised by experts who are familiar with the subject. Thirdly, the weight of each target was decided through Analytical Hierarchy Process (AHP) and questionnaires. Results A systematic and comprehensive evaluation system of the general hospital's sustainable innovation ability of science and technology, comprised 3 first-level indicators, 15 second-level indicators and 37 third-level indicators, which were proved reliable by consistency check. The weights of each indicator were also defined. Conclusions The evaluation system comprises both qualitative and quantitative indicators. The indicators not only reflect the performance of a period, but also reflect the sustainability of large general hospitals' scientific and technological innovation ability. By using the scientific consultation, analysis and statistics, the evaluation system is proved to be valid and reliable.
6.Design of online course platform and its implementation in Peking Union Medical College

Online teaching has recently become a new way in medical education, to which great importance has been attached by domestic educational circles. The design principles, overall framework and functional structure of the online course platform in Peking Medical College were thus described with its implementation and characteristics summarized in the hope of providing certain reference for its building in domestic medical colleges and universities.
7.SWOT analysis of mobile payment for basic medical insurance based on stakeholder perspectives

This paper defined the main stakeholders of basic medical insurance mobile payment using the stakeholder theory, namely the government ( medical insurance bureaus, human resources and social insurance authorities, and healthcare regulators ), medical insurance agencies, pilot hospitals, medical workers, patients, and third-party social resources ( third-party payment entities, commercial insurers, web-based medical enterprises, and state-own financial institutions). SWOT analysis is used in analysis of stakeholders, to uncover the strength, weakness, opportunity and threats in advancing basic medical insurance mobile payment, thereby proposing how to guarantee the healthy and sustainable development of such mobile payment.
8.Analysis on the development of health informatization during the " 14th Five-Year Plan" in China

Objective:To analyze the health development plans of the provinces in China during the " 14th Five-Year Plan" , and explore the key tasks, similarities and differences of health informatization construction in each province.Methods:Using the website of local people′s government and the official website of the provincial Health Commission, 27 copies of health development plans of various provinces during the " 14th Five-Year Plan" period were retrieved and collected from February 16 to June 5, 2022. The relevant statements of health information in the plan were extracted, content analysis was used to reveal the structural characteristics of the policy in the form of word frequency statistics, and discourse analysis was used to study the policy content.Results:The health information policies of 27 provinces during the " 14th Five-Year Plan" period could be summarized as 10 major themes, such as accelerating the construction of hierarchical diagnosis and treatment system, promoting the high-quality development of public hospitals, and deepening the reform of medical security system. The health information policy in the eastern, central and western regions was relatively clear, and there were certain differences in the construction points according to their own characteristics.Conclusions:During the " 14th Five-Year Plan" period, the policies of each province around the field of health information are well defined, and the core structure and content are similar. The distribution of key points in the eastern region is relatively balanced; the construction of health information in the central region is more prioritized and prominent; the construction of health information in the western region is focused on complementing the weak links and weaknesses.
9.Research on the typical modes of medical alliances in China

By means of analysis of related national policies on medical alliances, and investigation of their current development in China, the authors summarized the conceptual category of existing medical alliances. Typical cases were selected for comparative analysis in terms of urban medical groups, medical communities, specialized alliances and telemedicine collaboration networks. In view of such setbacks found as lack of health services, ambiguity of power and duties of stakeholders, and low penetration rate of composite medical insurance payment, as well as lack of effective incentives and poor online diagnosis and treatment mechanism, the authors recommended on development of medical alliances in respect of framework improvement and mechanism optimization among others.
10.Analysis on the filing mechanism for cross provincial immediate reimbursement of medical insurance in China

Objective:To analyze the filing mechanism for cross provincial immediate reimbursement of medical insurance in China, so as to provide reference for optimizing the filing mechanism and improving the filing accessibility of insured personnel.Methods:Taking the filing policy of cross provincial immediate reimbursement of medical insurance in 2019 as the research object, on the basis of a comprehensive understanding of the national filing policy background, 90 coordinating regions in Zhejiang Province, Hubei Province and Ningxia Hui Autonomous Region were taken as survey samples to evaluate the relevant policies and extract key parameters, including filing identification methods, filing-related settlement benefits and filing ways. The parameters were compared and analyzed by using descriptive statistical methods.Results:The results of the survey showed that in terms of identity recognition methods, the provision of various supporting materials(residence permit, work certificate, etc.)was still the main way to carry out identity recognition for medical insured persons in different places.Filing-related reimbursement benefits were mainly adjusted by limiting the area of medical insurance treatment and adjusting the benefits parameters(reimbursement ratio). In terms of filing channels, 51(56.7%)sample co-ordination areas had realized at least one remote filing mode.Conclusions:The inclusiveness of filing identity verification mechanism for the floating population needs to be further improved, the filing-related treatment policies need to be further improved, and the convenience and standardization of filing channels need to be strengthened.
