4.Status Analysis on the Biobanks Ethical Management of Public Hospitals in Shanghai

Objective:To analyze the status of ethical management of biobanks in Shanghai public hospitals. Methods :A questionnaire survey on ethical management of biobanks was conducted in 9 representative ethics com-mittees, which were established in public hospitals with biobanks in Shanghai. Results: The ethics committees in Shanghai public hospitals had paid relatively high attention to ethical review of protocols were related to biobanks. Nonetheless, the ethical supervision and training on biobanks in Shanghai public hospitals should be enhanced. Con-clusion:The unified ethical guideline on biobanks should be developed in Shanghai for strengthening the standard-ized ethical management and ethics training to promote the development and use of biological samples library re-sources.
5.Discussion on the Moral Principles and Norms of Experiment on Human Being in Nuremberg Code

Firstly, this article discussed the significance of medical ethics enacted by Nuremberg Code from three aspects. Thereafter, it introduced the fundamental principles of Nuremberg Code in regulating the aspect of human experiment, which included that the subjects should voluntarily agree to the experiment and informed con-sent, the experiment should be guided by scientific ideas, beneficial to society and harmless to subjects. Finally, it pointed out the basic norms of Nuremberg Code in the aspect of human experiment that the researchers must tell subjects the relevant information about the strictly assessed risk and danger, the experiments should carry on based on the standardized animal experiments, and subjects should have the freedom to decide whether they want to quit the experiments.
6.Research on the Construction of Evaluation Index System for Physician Professionalism---Based on 8 Three-A Hospitals in Shanghai

Objective:To inspect and improve physician professionalism effectively and preliminarily build eval-uation index system for physician professionalism. Methods:A sample of 240 physicians selected randomly from 8 Three-A hospitals in Shanghai were investigated using a self-designed questionnaire. Then the method of analyt-ic hierarchy process was performed in this study to construct the evaluation model of physician professionalism and determine every index weight. Results: An index system was initially built for physician professionalism evalua-tion. This system comprised three level-1 indexes namely moral quality characteristics, achievement action char-acteristics and vocational cognitive characteristics, as well as 14 level-2 indexes that drew from level-1 including responsibility etc. , at the same time determined their weight distribution. The judgment matrix had completely con-sistency through consistency check, indicating that the weight coefficient can reflect the relative importance of every index. Conclusion:Moral quality characteristics is one of the most important components of physician professional-ism evaluation; responsibility consciousness and vocational ideal are vital for the growth of physicians; lifelong learning and communication skills with high weight reflects needs of modern health care industry development;medical ethics consciousness has a trend of strengthening in physician groups, and enhancing evaluation index sys-tem for physician professionalism has the operability.

Hospital cultural integration contained concept of symbiosis, management upgrade, strategic reorganization, recon-struction of responsibilities and rights, code of conduct, etiquette unity. The authors pointed out the current prob-lems of cultural integration:ideological understanding was lacking combined with the preference to technology over humanities;the integration mechanism was not perfect and the adaptation was terrible;integration planning was not systematic combined with the lack of investigation and research. The paper also put forward concrete paths to a-chieve the cultural integration in the process of construction of regional medical association:develop deep practical cultural integration programs;make policy to stabilize human resources;strengthen exchange of middle-level ca-dre posts;create an atmosphere that all persons participate in cultural integration.

This paper reviewed the common ethical issues in oncology drug clinical trials implementation of one hospital, such as the auditing and implementation of research protocols were not strict, the quality of research-ers needed to be improved, the hardware facilities for drug clinical trial was lacking, the informed consent signature was not standard, and the professional quality control was lacking. After corresponding countermeasures had been taken, such as the strict examination of research programs, strengthening the research team construction, taking the focus of GCP and SOP training, equipping hardware facilities for drug clinical trials, standardizing of ICF signa-ture, and the joint implementation of the quality control in hospital and departments, the researchers′ professional quality was further improved, which established a good foundation for better implementation of the drugs clinical tri-als and protection of the participants′interests.
