Performance assessment of administrative department in public hospitals is the difficulty of hospital performance management due to the lack of homogeneity,measurability and incentive.Comments are brought forward to improve and perfect performance assessment management of hospital administrative department through analysis of various performance assessment patterns of administrative departments in public hospitals in China at present,in combination with exploration and application of related mode in performance assessment in the hospital.

Objective To evaluate operating efficiency of 68 Zhejiang Provincial tertiary public hospitals in 2015 and analyze the reason of the efficiency differences among different types of hospitals so as to put forward correspondent policy suggestions.Methods Adopting the three-stage DEA model analysis upon filtering the external influencing factors and random error to the hospital and quantitatively evaluating the comprehensive technical efficiency,pure technical efficiency and scale efficiency of the hospitals.Results The result shows that it is necessary to carry out three-stage DEA model analysis.The mean value of hospital efficiency increases by 0.1,which is higher than before adjustment.Provincial hospitals efficiencies are higher than those of the non-provincial hospitals.Efficiencies of general hospitals are higher than those of the traditional Chinese Medicine(TCM) hospitals and the specialized hospitals.Conclusion Specialized hospitals utilize more resources than the TCM hospitals.The efficiency of provincial hospitals are relatively high,but they are facing the risk of excessive expansion.There is room for efficiency improvement.Prospective policies need to be initiated to make the hospital administrators change their management concept,control the scale of hospital,promote the fine management so as to achieve sustainable development.Furthermore,policies are needed to be adopted to support the development of TCM hospitals.

A two-sided market perspective was employed to depict public hospital as a platform,including cross-group network externality,demand complementarities and price discrimination.Knowledge worker framework was employed to depict features of physicians.The paper argued that the public hospital could support autonomy and achievement attributes.The development of organization platform indicates that public hospital should invest more resources in technician exclusively associated to platform,encourage physicians to use platform efficiently,establish a various organizational ecology,and entrust physicians greater governance.

The service system of Jingyitong has been started,the registration and payment online service has been implemented as well,which improves the efficiency of hospitals,patients' experience,and the environment for medical treatment to a certain extent.However,this system has brought certain internal control issues,especially the risk of financial security management.tn response to these risks,appropriate control measures could be taken to strengthen the internal control management and risk prevention.

To encourage the development of non-public hospitals is an important content and direction of the Chinese healthcare reform.In the study,policies of non-public hospitals are systematically collected and classified,stages and common key words analysis are developed,policies text is compared by using content analysis method,and the policy recommendations are finally put forward.

In order to effectively assess the impact of the drug zero plus policies on the burden of patients in the process of the separation of clinic from pharmacy in Shanghai,the cost data of a drug zero plus hospital and the maternal hospital from 2013 to 2014 was collected,and then the average cost,average pharmacy cost,average person cost,return rate and the ratio of pharmacy were analyzed.The results show the indicators of the burden of patients decreased significantly,while it was suggested that the government needs to increase compensation,continue to adjust the medical price and strengthen medical insurance to persistently promote the separation of clinic from pharmacy.

The establishment of modern hospital management system is the core of the reform of public hospitals.For hospitals,it is necessary to create a constitution and take this as the guide to build a scientific,efficient and systematic management system.Taking Peking Union Medical College Hospital as an example,the paper discusses the basic path,key points and basic principles to establish a modern hospital management system,to provide reference and enlightenment for the construction of modern hospital management system in China.
