Objective To know the current status and problems of Traditional Chinese Medicine Clinic and to provide countermeasures.Methods Using literature research and statistical analysis.Results From 2008 to 2014,the number of institutions,health personnel and services of Traditional Chinese Medicine Clinic rose year by year.The Traditional Chinese Medicine Clinic was ahead of TCM-WM Clinic and Minority Clinic.The increase number and increase rate of the number of Traditional Chinese Medicine institutions,health personnel and services are more than TCM-WM Clinic and Minority Clinic.The age constitute is unbalance and the quality of personnel is different in Traditional Chinese Medicine Clinic.Conclusion The government should conduct multi-site practice.Traditional Chinese medicine clinics and other private medical institutions should have the equitable health care treatment.The development in preventive treatment of disease by TCM should be focused on.

Objective To study the influence of drug zero rate policy in Class Ⅲ[Grade Ⅰ cancer hospital,and to research hospital income and patients' economic burden.Methods Collecting financial data from 2012 to 2015 and analyze the variances before and after the zero rate policy.Results After the implementation of drug zero rate policy,business volume kept ncreasing,the fiscal subsidy income rose,income proportion of western medicine and Chinese patent drug dropped,outpatient service drug cost per time increased,while hospitalization drug cost per time decreased.Conclusion The reasonability of drug use can be achieved through improving drug price mechanism and deepening the medical insurance payment system.

Through focusing on widely concerned maternal death incident in Peking University Third Hospital,something can be discovered:for the upper hand in doctor-patient conflicts,they start to have a scramble for discourse power based on information dissemination of social media.On one hand,the evolution of social media builds a bridge for interactions and connections between doctors and patients.It contributes to rebuilding professional authority for doctors and increasing objectivity of information dissemination,On the other hand,information dissemination leads the new scramble for discourse power.It causes some problems:self-reflection decline of doctora,truth diiution about incident and even some moral and ethical risks both patients and doctors.Media tactics of doctors are Proposed to regulate and improve the scramble for discourse power in the social media context from two big aspects,namely establishing matrix platform and reducing propagation loss about social media.
9.Relevance Study Between Head Nurse Leadership Behavior and Safety Culture in Hospital Nursing

Objective To explore the relevance of safety culture in hospital nursing and the head nurse leadership behavior.Method The study adopts the method of convenience sampling to diversify the head nurse leadership behavior and nursing safety culture of 344 nurses in 3 first-class tertiary hospital of traditional Chinese Medicine in Heilongjiang Province.All survey data were entered into the SPSS17.0 software for analysis.Finally,conclusion was got.Result The head nurse leadership behavior is the highest score for leadership charm,followed by passive exception management,personalized care,active exception management,charisma,contingent reward and intellectual stimulation.Safety culture of nursing is slightly higher than medium level,in wh ch the team atmosphere,the satisfaction of the work,the unit security atmosphere,the management experience is higher than the medium level.The cognitive score of the pressure is lower than the medium level.Conclusion All dimensions of nurses' perception of head nurse leadership behavior has a positive correlation with each dimension of safety culture in hospital nursing.
