The low ability of the college students in the creation of the scientific research is mainly due to the system.The exertion of the teachers’leading function needs the corre-sponding guarantee system.The practise in the system can be done with the guildance of the teachers and some measures such as building the incorporation of the student,perfecting the management system of the college students’problem,creating the working station of the scientific research,strenthening the moral education of the science,holding the festeval of the scien-tific culture,and establishing the promoting system in the creation of the scientific research.
