1.Research on the Value of "Solidarity" from the Perspective of a Community of Common Health for Mankind

From the perspective of a community of common health for mankind, solidarity is a relational concept, which is a "social bond" within countries and advocates "cross-border cooperation" among countries. When the COVID-19 calls for global solidarity, it faces obstacles brought by four levels: "individualism", "negative obligation", "national boundary" and "distance". However, based on the interdependence among countries brought about by global health risks and the similarity of everyone’s equal right to health, solidarity can provide unique values of "communitarianism" and "positive obligation" for the effective construction of a community of common health for mankind.
2.Establishment and implementation of the information linkage model between second-line hospital and first- line hospital in Jiuzhaigou earthquake

Objective To study establishment and implementation of the information linkage model between second-line hospital and first-line hospital in Jiuzhaigou earthquake. Methods First-line hospital′s work was clearly delineated,and fist-line hospital decided the transport priority according to the wounded′s injuries.And fist-line hospital in disaster area took charge of dispatching ambulances,and kept close touch with the hospital, and used the information linkage platform to return the condition of a disaster,disaster relief work,the information of casualties,emergency convoys and other information to the hospital in time. In order to simplify the process of check, emergency disposal and admission in labor ward, according to the information the second-line hospital′s all departments shared information and worked together to guarantee resources of human, material and money of rational disposal. Results A total of 50 casualties were safely, quickly and orderly finished the process of evacuation, check and admission in labor ward. Conclusion The information linkage between fist-line hospital and second-line hospital can get the disaster relief more efficient and orderly.
3.Effects of pre-hospital and in-hospital linkage of emergency department in Jiuzhaigou earthquake

Objective To explore effects of pre-hospital and in-hospital linkage of emergency department in earthquake rescue. Methods After earthquake occurred to Jiuzhaigou, pre-hospital rescuers divided the work reasonably, determined the wounded according to injury condition and transferred them by batch, coordinated ambulances, transmitted accurate information related to rescue and the wounded transported later in time. Emergency department of hospital linked with the first line, reasonably distributed and assigned health care providers based on the batches and numbers of the wounded transported later as well as made the green channel for the wounded of earthquake unobstructed. Results It was completed within one hour from headquarters instructed to health care providers transported 34 injured patients later by batch and 29 ambulances started. All of the wounded were safe and ordered, and then they were arranged without secondary injury. From emergency department received the wounded to the wounded were sent to the ward, the wounds were checked again for 53 times in emergency department, the checks were carried out for 142 times with average consumed time of (23.5±11.5) min. Conclusions The pre-hospital and in-hospital linkage of emergency department can effectively shorten the time of transportation and arrangement for the wound. Health care providers of emergency department play a leading and link role in the earlier stage of emergency relief.
