1.Synopsis of research on excitation and restriction mechanisms for public hospital managers in the era of economic transformation

Objective To explore effective excitation and restriction mechanisms for public hospital managers under market economy conditions and establish innovation mechanisms for hospital management posts. Methods On-the-spot surveys, literature reviews and discussions were conducted to collect data, which were then analyzed using such statistical methods as description and principal component analysis. Results Investigations into existing excitation and restriction methods and purposes for public hospital managers led to the discovery of some problems in the current mechanisms and suggestions were put forward for establishing on the basis of reform in the property right system new distribution mechanisms, competition mechanisms for appointing hospital managers, and innovation mechanisms for adopting human capital management with regard to hospital management posts. It was also suggested that restriction of hospital managers' powers by rules and health policies be reinforced. Conclusion It is proposed that excitation and restriction mechanisms that fit in with market economy conditions be established.

3.Analysis of Status and Equity of Health Resources Allocation in Village-level Medical Institution in China

Objective:To analyze the equity of health resource allocation in village-level medical institution in China,thus to provide the basis for formulating relevant health resources allocation policy.Methods:Using Lorenz curve and Gini coefficient,the rationality and equity of allocation of village health resources in China were evalua-ted by the equity of population distribution and the equity of geographical distribution.Results:The Gini coefficient of village health workers and health institutions was 0.19 and 0.20 respectively according to population distribu-tion,and was 0.65 and 0.63 respectively according to geographical distribution.The Gini coefficient's difference of village-level health resources in the eastern,central and western regions was small according to population distri-bution,but the difference was larger according to geographical distribution among different areas.Conclusion:The equity of village-level health resource allocation in China was preferable according to population distribution,but the equity according to geographic distribution was poorer.The formulation of health policy should pay more atten-tion to the equity of geographic distribution and allocate rationally.
4.Discussion on the Issues of Citizens′Right Protection in Public Health Emergency

Based on the analysis on protections of civil rights in public health crises, this paper reviewed some related issues about the right of life, personal liberty, etc. It was found that the system of emergency laws was not perfect, and the articles about basic civil rights protections among different laws was inconsistent, we are also lack of a comprehensive management department to coordinate crisis response. The government should perfect laws and adjust management functions to protect citizens’ legitimate rights.
5.Correlation of Social Support and Mental Health among Residents in Weifang

Objective:To investigate the current status of social support and mental health among residents in Weifang and analyze the impact of social support on mental health,thus to provide reference for improving the mental health status of residents.Methods:A sample of 6174 residents in Weifang was investigated using Social Support Rate Scale (SSRS) and Kessler Psychological Distress Scale (K10).The data was analyzed statistically with Chi-square test,Kruskal-Wallis test and Multiple Logistic regression analysis.Results:About 0.3% residents in Weifang reported low social support and 93 % residents showed good mental health.Gender,age,social support level and 3 dimensions of social support were associated with mental health respectively in the correlation analysis.In the multiple analyses,social support,subjective support,availability of support and mental health were positively correlated in the model of Good mental health and General mental health.Conclusion:The mental health status of residents in Weifang is not optimistic.The social support level has beneficial effect on mental health starus.Subjective support,objective support and the utilization of these supports imposes different degrees of inflnence on mental health status.
6.Analysis of Cognition and Satisfaction with Mental Health Service among Residents in Weifang

Objective:To understand cognition and satisfaction degree of mental health service among residents in Weifang,and provide reference for further development of mental health work.Methods:6174 residents were selected with random sampling method and a cognition survey was conducted using a self-designed questionnaire.Among them,553 residents were selected to investigate their satisfaction with mental health service.Results:The residents have unscientific cognition on mental health service,and they did not understand the delivery of community mental health services.Residents who have received mental health service were more satisfied with informed consent and patient privacy protection,and had low satisfaction with the clinic environment and the charge of inspection items.Conclusions:To improve residents' cognition and satisfaction of mental health service,we should further perfect the professional mental health institutions and personnel recruiting,and forcefully carry out mental health education.
7.Construction of an evaluation index system of public health emergency preparedness capacity in county-level centers for disease control and prevention

Objective:
To construct an evaluation index system of public health emergency preparedness capacity in county-level centers for disease control and prevention (CDC), so as to provide the evidence for improving the public health emergency preparedness capacity in county-level CDC.
Methods:
An index system framework was created based on review of health emergency policies, laws and regulations released in China from 2003 to 2023. The importance, sensitivity and accessibility of indicators were scored and screened through two rounds of Delphi expert consultations, and the weights of indicators were calculated using precedence charts. The efficiency of Delphi expert consultations was evaluated using the active coefficient, authority coefficient and coordination coefficient.
Results:
Eighteen experts participated in consultations, including 9 men, 15 with educational levels of master degree and higher, 12 with preventive medicine or public health as the specialty, and 12 with deputy senior professional titles and higher. The active coefficients of two rounds of consultations were 100.00% and 94.44%, and the authority coefficients were 0.83 and 0.84, respectively. The coordination coefficients of secondary and tertiary indicators during the second round consultation were 0.341 and 0.241, which were both higher than those during the first round (both P<0.05). The final evaluation index system included 8 primary indicators, 21 secondary indicators and 58 tertiary indicators. Among primary indicators, health emergency organization and management (0.203 1), health emergency team building (0.203 1) and financial support for health emergency (0.203 1) had the highest weights, and of secondary indicators, completion degree of health emergency administration regulations (initial weight/global weight: 0.750 0/0.152 3), health emergency team building (0.750 0/0.152 3) and financial support for emergency (0.750 0/0.152 3) had the highest weights, while among tertiary indicators, defining the duty of health emergency administration sectors had the highest weight (0.750 0/0.114 2).
Conclusion
The created evaluation index system is feasible for evaluation of the public health emergency preparedness capacity in county-level CDC.
8.Relationship between Quality of Life and Social Support of the Elderly in Weifang

Objective:This article is to study the quality of life and the situation of social support for the elderly in Weifang while analyzing the correlation between them.Methods:This study was undertaken among elderly aged over 60 followning the European five D health scale and Social Support Rating Scale.The results were analyzed statistically.Results:On the living quality of elderly in Weifang,the EQ-SD index was (0.78 ±0.12) and the EQ -VAS index was (76.42 ± 14.67).The result from each scale shows a tremendous health issue among the elderly in Weifang.On the other hand,the situation of social support for the elderly in Weifang appeared optimistic.Still,this situation can be improved in practical supports.Also,there was significant negative correlation between EQ-5D and SSRS (r =0.260,P < 0.05).Results of multiple linear regression show that the subjective support and objective support may enter the regression equation.Conclusion:To conclude,the city of Weifang awaits improvements in aged care and social support for the elderly.Only by this chance the quahty of life of the elderly may be improved.
9.Relationship between health risk behaviors and mental health of middle school students

Objective:
To understand mental health status of middle school students in Weifang, and to analyze its association with health risk behaviors, and to provide a reference basis for the effective prevention of mental health problems.
Methods:
Using the self-designed questionnaire and Kessler l0 (K10), a total of 3 185 middle school students in Weifang selected by using stratified clustered sampling were investigated. Chi-square test and binary Logistic regression was used for statistical analysis.
Results:
Among the middle school students in Weifang, 1 634(51.3%) reported good mental health, 854(26.8%) in moderate level, 394(12.4%) reported poor mental health, and 303(9.5%) reported very poor mental health. Sleep duration and smoking were associated with mental health of middle school students (P<0.05). Logistic regression analyses showed that, compared with adolescents with sleep duration less than 8 h, mental health among students whose sleep duration ≥8 h was better(OR=0.36); compared with non-smokers, students who smoked showed worse mental health status (OR=3.53).
Conclusion
Health-risk behaviors are closely related to mental health of middle school students. Relevant departments should strengthen education and publicity of healthy lifestyles, and pay close attention to the impact of health risk behaviors on mental health.
10.Multi-disciplinary diagnosis and treatment of a malignant pheochromocytoma with multiple metastases

Malignant pheochromocytomas are rare tumors that arise from chromaffin tissue, and the diagnostic criterion of malig-nancy is based on the development of metastases. In the case a patient suffers the tumor with liver, lung and bone metastases. However, the test results of tumor markers, gastroscopy, chest and abdominal CT, and PET-CT examination are hard to make a definite diagnosis. The patient was finally diagnosed with malignant pheochromocytoma with liver, lung and bone metastases following the needle biopsy of liver and underwent the excision of a right adrenal pheochromocytoma. Therapeutic standard for the malignant pheochromocytomas is not available so far. It is reported that chemotherapeutic CVD regimen (cyclophosphamide, vincristine, and daecarbazine) and suni-tinib may be effectual in the alike cases. The patient received two cycles of CVD and one cycle of sunitinib, nevertheless, slow progres-sion of the disease remained after the treatment. The results of multi-disciplinary treatment have suggested that 131I-MIBG may just be a choice for this patient.
