1.System of property rights and reform in system of hospital property rights

Reform in the system of hospital property rights now confronts hospital administrators and theoretical workers as a practical theoretical, policy and operational issue. For this reason, the author, in his introduction to the basic concept of the system of property rights, gives an account of the notions of property rights of the West, Marx and Chinese scholars and then expounds respectively the intensions of corporation property rights and the system of corporation property rights. At the same time he makes clear the advantages and limitations of the system of corporation property rights and the relationship between the system of hospital property rights and hospital behavior. Finally, the author sets forth three paths of reforming the system of hospital property rights in China: minor reform, viz. strengthened management instead of reform; medium reform, viz. establishment of a para system of hospital property rights; and major reform, viz. establishment of the system of hospital property rights.
2.Prerequisites for the success of health reform

At present it is imperative to discuss not only the rightness or wrongness of specific health policies but moreover the problems in the mechanisms of health policy formulation.Specific policies are like products whereas mechanisms of formulation are like machines,which determine to some extent the quality of the products.To be successful,health reform must be based on scientific and rational decision-making;to achieve scientific and rational decision-making,it is necessary to be fully aware of the difficulty in ensuring the success of reform,discard the experience-based model of decision-making,and set up and observe procedures and regulations for complex decision-making.Those are the prerequisites for the success of health reform.The paper also discusses the procedures and regulations that must be observed in the decision-making process of health reform.
3.Enlightenment from the Y2K World Health Report

The Y2K World Health Report by WHO offers a more comprehensive and thorough definition of the objective, major functions and strategic orientation of health organizations. To attain the systematic goals of the health cause, WHO designed a complete assessment system for measuring the performance of health organizations and conducted an assessment and ranking of various countries using the system. The paper gives a brief account of the report and discusses the enlightenment we can gain from it.
4.Synthesis and antitumor activity of 5-substituted-2-(pyridyl)benzothiazole compounds.

Fifteen novel 5-substituted-2-(pyridyl)benzothiazole compounds were designed and synthesized by simple hydrolization and condensation reaction of the 2-amino-5-substituent benzothiazole. Activities of these synthesized compounds were evaluated on Bcap-37, HCT-15 and HepG2 tumor cells in vitro by standard MTT assay. 5-Fluorouracil (5-FU) was used as the positive control. The results revealed that most of the new compounds had potent effects on Bcap-37, HCT-15 and HepG2 tumor cells, and had no or less effect on 293T and L02 normal cells. Particularly, compounds 1c and 2e exhibited better activities on HCT-15 and HepG2 cells with IC50 values of 41.59 and 38.65 micromol x L(-1), and 1i showed excellent activities on Bcap-37 and HepG2 cells with IC50 values of 46.63 and 23.51 micromol x L(-1), respectively. The structure-activity relationship of 5-substituted-2-(pyridyl)benzothiazole compounds were also discussed preliminarily.
5.Research on the index system for assessing maternity and child care institutions in Beijing

The paper describes the basis, scope, and contents of the index system for assessing maternity and child care institutions in Beijing. The new system, based on the readjustment, recombination and redistribution of the original index system for assessment, has two newly added elements, viz. financial position analysis and leadership style and organization culture. In order to make a distinction between leaders' responsibilities and an institution's orientations and to reduce behavior abnormality and information bias in the process of assessment, the new system has been divided into two major parts: evaluation of the institution's conditions for survival and capabilities for development, which is jointly decided by internal and external factors, and appraisal of the institution's performance, which is decided mainly by internal factors.
6.Survey on the current situation of resident standardization training in 3 hospitals

Objective To find out through case studies about the current situation of resident training in hospitals unaffiliated to medical colleges so as to provide departments of health administration with basis for perfecting resident training contents and methods. Methods Interviews were conducted with the administrative staff and questionnaire surveys were undertaken on the department heads and residents in three hospitas, and then a statistical analysis was made of the results. Results Preliminary conditions for resident training were in place in some departments of the three hospitals and the department heads and residents were aware of the importance of resident training. Conclusion Preliminary conditions for resident training are in place in some departments of the second-tier hospitals and above that are unaffiliated to medical colleges and some achievements have been made in previous resident training. However, there are still some problems.
7.Peasants as beneficiaries of the new rural cooperative medical system (NRCM) in Beijing

Objective To find out whether the benefits entitled to peasants have increased since NRCM is in place in Beijing, and to analyze the extent of such benefit increase if any. Methods The first is to calculate changes to the reimbursement ratio of hospitalization charges for the peasants covered by NRCM; the second is to calculate the role played by NRCM for alleviating the catastrophic health expenditure of peasants. Results The reimbursement ratio of hospitalization charges for peasants covered by NRCM rose from 32.4% in 2004 to 45.4% in 2007. Survey data from districts and counties in the sampling test indicate that NRCM has gained an ever growing power in alleviating the catastrophic expenditure of peasants. Conclusion Recent years have witnessed a marked growth in medical charges, peasants' income, and peasants' demand for medical services. Against such a background, NRCM can still sharply downsize their catastrophic health expenditure, and its role keeps intensifying. This proves that the fund raising speed of NRCM has greatly outpaced the growth of medical charges and peasants' demand for medical services, and NRCM is playing a more effective role in alleviating the peasants from poverty caused by diseases.
8.Design, synthesis and anti-proliferative activity of novel coumarin derivatives linking Schiff base and aryl nitrogen mustard.

To explore novel coumarin derivatives with more potent anti-proliferative activity, a series of novel compounds were designed and synthesized by linking Schiff base and N, N-bis (2-chloroethyl) amine pharmacophore of nitrogen mustards to the coumarin's framework. Their structures were confirmed by 1H NMR, MS and element analysis techniques. In vitro anti-proliferative activities were evaluated against HepG2, DU145 and MCF7 cell lines by the standard MTT assay. The results showed that some of the target compounds exhibited strong anti-proliferative activities against selected tumor cells, and compounds 7c, 7f, 7g, 7h and 7q were better than or equal to the activities of positive control, they deserved further development.
9.Design, synthesis and activities of novel benzothiazole derivatives containing arylpiperazine.

Twenty-four novel benzothiazole derivatives containing arylpiperazine were designed and synthesized by bioisosterism principle. Anti-proliferative effect of these synthesized compounds against four cancer cell and two normal cell lines were evaluated in vitro by the standard MTT assay. Pharmacological test showed that most of the compounds exhibited potent antitumor activity. Some of the compounds (II2, II3, II6, II7) showed strong anti-proliferation activities against HepG2 and HeLa229 cell lines with the IC 50 values of 1.6-4.5 micromol x L(-1) and 2.5-5.3 micromol x L(-1), respectively, and compounds having cyan in p-substituted benzene ring (I4, I8, I12, II4, II8 and II12) were found to have better antitumor activities against AsPC-1 cell lines with the IC50 values of 5.2-11.3 micromol x L(-1). The structure-activity relationship of benzothiazole derivatives containing arylpiperazine was also discussed preliminarily.
10.Analysis for the changes of medical expenses of a district in Beijing from 2004 to 2007

Objective Probing into the changes of medical expenses by medical institutions for references to harnessing such expenses.Methods By means of the time sequence method,analyzing the dynamic changes of medical expenses of district of Beijing from 2004 to 2007,with a comparison for hospitals by levels.Results The study found that between 2004 and 2007,the medical expense per person of outpatients in 26 hospitals fell from 72.73 yuan to 70.09,with a relative ratio with a fixed base being-3.64%;the hospitalization expense per capital rose to 3044.35 yuan,with the same ratio being 13.15%;the percentage of pharmaceuticals sales among total income fell from 40.56% to 40.03%.Conclusions It is feasible to harness the rapid growth of medical expenses by means of normalizing medical charges,restricting the percentage of pharmaceuticals among total expense,improving hospital services at all levels,and promoting health education and health itself.
