OBJECTIVE:To put forward game strategy of drug safety regulation,and to provide reference for decision-making by drug regulation department. METHODS:Based on evolutionary game theory,evolutionary game model of drug safety regula-tion was established,and the stability of evolution during drug safety regulation was analyzed. RESULTS & CONCLUSIONS:There were four possible evolutionary game results of drug safety regulation,including to provide qualified drugs,regulation;to provide unqualified drugs,regulation;to provide qualified drugs,no regulation;to provide unqualified drugs,no regulation. The evolution direction mainly depends on the parameter values involved in the payoff matrix of drug safety regulation. The stable state of drug safety regulation is related to regulation strength,regulation cost,enterprise safety input,probability of accident,acci-dent-related treatment cost,et al. Key strategies to improve drug safety regulation include increasing punishment,improving moni-toring technology,strengthening coordination mechanism,promoting social cohabitation and improving industry self-control.

It is very important to assess the role of suitable social medical support level in operation and adjustment of social medical insurance system.The social medical support level in Shandong Province was measured and analyzed,the coordination of social medical support level and economic development was emphasized with suggestions put forward for the development of system and optimization of policies.

Objective To establish staff performance evaluation system of academy of medical sciences.Methods The Delphi method was employed.Results The main indicators of staff performance evaluation were selected by two-round of the Delphi method,and the evaluation system was established.Evaluation indicators covered different types of jobs of science research,medical services,disease prevention,medical education,science and technology support.Conclusions After two-round of consultation,there were more consistencies among experts regarding to selection of evaluation indicators.It will be tested and justified by further theoretical and empirical research.

Objective To analyze Chinese oncology papers of 2012 included by Science Citation Index (SCI) and to facilitate domestic oncology researchers to better master the foreign periodical information and publish research results.Methods Chinese oncology papers included by SCI in 2011 and 2012 were retrieved,by using SCI-Expanded database.The periodical distribution,subject distribution,organization distribution,fund and citations were analyzed.Results In 2011,6570 papers were included by SCI,while 9226 were included in 2012,with the increase rate of 40.426％.The major language was English,and the most frequent literature type was article.The amount of source journals increased from 668 in 2011 to 749 in 2012.PLoS One published the most amount of literature both in 2011 and in 2012.The periodical with the highest impact factor (IF) in 2011 was Nature Genetics (IF =35.209),while in 2012 was Nature (IF =38.597).The university with the most amount of published literature was Sun Yat-sen University (653,7.078％),and the corresponding medical institution was PLA General Hospital (113,0.932％) and the corresponding research institute was Chinese Academy of Medical Sciences (316,3.425％).The most funded project was National Natural Science Foundation with the rate of 46.339％ (1949/4206) in 2011 and 40.000％ (3290/8225) in 2012.The total citation frequency was 36 569 in 2011 and 18 945 in 2012.Conclusion Over the past two years,Chinese oncology papers included by SCI make great progress,in terms of quantity and quality.English is the main written language,and there are more source journals but less journals with high IF.

〔Abstract〕 Based on investigating construction and utilization status of hospital Electronic Medical Records ( EMR ) in Shandong province, the paper understands the current development status of EMR in various level hospitals in Shandong province.In view of the problems it puts forward some countermeasures and suggestions, so as to provide references for promoting the development of EMR of the hospitals at all levels scientifically, optimizing the allocation of health resources.

It is one of the important tasks to promote the development of traditional Chinese medicine culture crea-tive industry in constructing the culture-rich Shandong Province. The major factors that influence the development of traditional Chinese medicine culture creative industry in Shandong Province and the ranks of their importance were thus analyzed by questionnaire survey and hierarchy analysis, respectively. Certain suggestions were put for-ward for the development of traditional Chinese medicine culture creative industry in Shandong Province.

The paper objectively analyzes the opportunities and challenges of Internet + medical,and puts forward relevant strategies and recommendations for deeply integratingInternet +into the traditional medical industry in several aspects,including strengthening the construction of Internet infrastructure in the medical industry,regulating the market access and improving the industry standards,as well as establishing and improving relevant supporting laws,regulations and policies.

The functional framework of information management system for regional medical and health institutions was established according to the 5 application systems (public health, medical service, medical support, drug supply support and general management ) and the target to develop 2 databases ( a resident electronic health records data-base and a resident electronic medical records database ) and an operational network put forward in the overall framework of health information construction during The National Twelfth-5 Year Plan Period, based on the functional position of health institutions at different levels.The difficulties to realize the target of the national 3521 project and its prospects were pointed out.

Based on public information on projects of medical and health technology development program in Shandong province,this article analyses the project approvals in Shandong medicine and health technology development program from 2005 to 2009.Characteristics in terms of project category,funding amount,host institution,subject distribution,etc.are presented,so as to provide reference for the relevant policy makers.

Objective To analyze Chinese oncology papers included by Chinese biomedical literature database (CBM) and science citation index (SCI),and to comprehensively and objectively reflect the current situation of Chinese oncology literatures published in domestic and international journals.Methods Chinese oncology papers were retrieved by using CBM and SCI.A comparison analysis was made from the respects of subject distribution,district distribution,organization distribution and high citation situation.Results 67 071 papers of 2012 were retrieved from CBM database,while 9226 papers were indexed by SCI.In terms of district distribution,the first three districts were Jiangsu (6707),Guangdong (4897) and Beijing (2214) in CBM database,while in SCI database,they were Beijing (2214),Shanghai (2008) and Guangdong (1393).The institute with the most amount of literature is university,respectively 9725 and 5755.Moreover,the mostly funded project is National Natural Science Foundation (4710,35.38％ ; 3290,35.68％).Conclusion The 2012 Chinese oncology literatures published in domestic journals has advantage with respect to quantity,compared with the international published journals.However,there exists a bigger difference in terms of quality.Through the comparative analysis,the medical researchers in our country will have some implications in the research orientation.
