Based on her hospitals practice in making medical records accessible to the public and on an analysis of both the positive and negative effects of the practice, the author puts forward some countermeasures. Those include: ①amplifying medical rules and regulations and formulating bylaws concerning the accessibility of medical records to the public; ②strengthening management and improving technical and service quality; ③bettering the communication between doctors and patients; ④strictly enforcing the rules and regulations and establishing a trusting relationship among the hospital, patients and the insurance companies; ⑤perfecting the quality management of medical records and standardizing their writing; ⑥doing a better job of law popularization and enhancing the staffs legal awareness.
