This paper analyzed the moral hazard of public hospitals 'investment stakeholders in the investment process and how to affect the hospital medical equipment over-investment from the perspective of institutional arrange-ments.The result showed that each agent has a severe moral .The impulse of over-investment from patients to doc-tors, managers, government regulators is strong .This paper also put forward the suggestions on the prevention and governance of over-investment from institutional innovation .

3.Study on the sustainability gap of funds for Urban Employees' Basic Medical Insurance in Beijing

Objective:To forecast Urban Employees' Basic Medical Insurance ( UEBMI) in the next 85 years based on population size, age and gender distribution, and to calculate its sustainability gap. Methods:According to the population policy of Beijing and economic development of the region;based on the data of the sixth census in Bei-jing, the estimation model was constructed, and its parameters were defined and selected. Based on the period of 2010, the future of UEBMI in the next 85 year was predicted based on the population size, age and gender distribu-tion. Results:The population of UEBMI in Beijing will reach the maximum value in 2020, and then the downward trend will increase. The aging rate of the insured population will accelerate year after year and will reach the peak in the middle of this 21st century. The sustainability gap is predicted to reach at least 9541. 35 Billion dollars, and the Beijing municipal government is expected to level an average of at least 44 . 693 billion yuan per year to set aside the financial funds in order to fill the gap, so sustainable development of the fund is ensured. Conclusion:From the point of view of the insured population, there is a huge financial sustainability risk in the future of UEBMI in Beijing.
4.Investigation on Biology Reference Intervals for Five Parameters of Thyroid Gland Function in Baoj i Area

Objective To investigate the biology reference intervals for five parameters of thyroid gland function(TSH,T3, T4,FT3 and FT4)in Baoji area,in order to provide evidence for effective filtration and diagnosis.Methods Refer to the files recommended by (NCCLS)C28-A2 about the description of definition,establishment and confirmation,five parameters of thyroid gland function were measured in 4 820 healthy persons by using Roche E601 electrochemical immunoassay analyzer and its assemble reagent,calibration materials and quality control,the statistical method was applied to the data processing by different gender,to establish the biology reference intervals of each parameters.And compared with National Guide to Clinical Laboratory Procedures(Third Edition).Results The range of 95% normal reference intervals of TSH,T3,T4,FT3 and FT4 in male were 0.20~4.28 mIU/L,1.22~2.46 nmol/L,64.64~149.00 nmol/L,3.00~6.04 pmol/L,11.93~22.21 pmol/L respectively,and in female were 0.20~4.52 mIU/L,1.24~2.44 nmol/L,67.60~142.40 nmol/L,2.96~5.76 pmol/L and 11.86~21.54 pmol/L,respectively.Compared the level of TSH,FT3,FT4 between male and female, differences were statistical significance(t=3.962,7.570,5.132;P=0.042,0.026,0.033).Compared the level of T3,T4 be-tween male and female,there was no statistical significance (t=0.000,1.151;P=1.000,0.120).The study compared with National Guide to Clinical Laboratory Procedures (Third Edition),the results of T3,T4,FT3 and FT4 in male were statisti-cal significance (t=9.755,4.349,114.7,79.82;P=0.000,0.003,0.000,0.000),the results of TSH,T3,FT3 and FT4 in female were statistical significance (t=5.304,9.548,128.9,72.99;P=0.002,0.000,0.000,0.000).Conclusion The in-vestigation of biology reference intervals for five parameters of thyroid gland function in Baoji area can provide more precise-ly reference data for clinical diagnosis and treatment.

6.Exploring for professional curricular system of graduate education for professional master degree of oral medicine with resident standardized training

To push on the process of the effective link between graduate education for profes-sional master degree of oral medicine and resident standardized training, a professional curricular con-struction was explored. The system contents included drawing up teaching program, writing reference books and building examination question bank. To realize the objective that combine theory study and clinical practice for graduate education and resident standardized training, the main courses were des-ignated for base professional knowledge, clinical operative skills and research progresses of oral medi-cine, by making multimedia courseware and lectures video frequency.

8.In-vitro Inhibitory Effects of Edomin on Herpes Simplex Virus TypeⅠ and Ⅱ

Objective To investigate the inhibitory effects of emodin on herpes simplex virus typeⅠandⅡ(HSV-Ⅰand HSV-Ⅱ)in vitro.Methods The antivirus effects of the derivates of anthraquinones component from rhubarb (emodin,rhein,physcion,aloeemodin,and chrysophanol)on HSV-Ⅰand HSV-Ⅱin rabbit renal cells were evaluated by means of the inhibition of cytopathic effect.Results Emodin can inhibit the cytopathic effect of HSV-Ⅰat the tolerance dosage of 3.75?g/mL and can inhibit the cytopathic effect of HSV-Ⅱat the tolerance dosage of 15.0?g/mL.Conclusion Emodin has in-vitro antivirus effects on herpes simplex virus typeⅠandⅡ,while other derivates such as rhein,physcion,aloe-emodin,chrysophanol have no such effects.
9.Gastrointestinal Problems in Children with Autism Spectrum Disorder

Objective To explore the relationship between autism spectrum disorder (ASD) and gastrointestinal problems. Methods 172 ASD children were investigated with self-made questionnaire from July, 2014 to Augest, 2015. The frequencies of motor behaviors, vocal behaviors and behavioral problems, and the intensity of the behavioral problems in the period with or without gastrointestinal symptoms were compared. Results The frequencies of motor behaviors (F=67.4, P<0.001), vocal behaviors (F=43.6, P<0.001) and behavioral prob-lems (F=79.4, P<0.001), and the intensity of the behavioral problems (F=65.7, P<0.001) were all more in the period with gastrointestinal symptoms than without gastrointestinal symptoms. Conclusion There are more behavioral problems in the ASD children with the presence of gastrointestinal symptoms;while the behavioral symptoms may be a indicator of gastrointestinal problems in children with ASD.
10.Effect of hyperbaric oxygen in different intervention time,treatment of cognitive dysfunction after traumatic brain injury

Objective To investigate the effect of hyperbaric oxygen treatment on course of different intervention time,cognitive impairment in patients with traumatic brain injury.Methods Ninety cases of cognitive dysfunction in patients with traumatic brain injury after hyperbaric oxygen in different intervention time were divided into group A,group B and group C,with 30 cases in each group.In 7-14 d,15-28 d,> 28 d after injury starting hyperbaric oxygen therapy,treatment 1 time a day,12 times for a course.The cognitive function of patients in three groups before and after 1,2,3 courses of treatment was evaluated by U.S.RLA cognition level classification standard evaluation form.Results Three groups after 1 course of treatment there was no statistically significant difference compared with before treatment RLA grading (P > 0.05).Three groups after 2,3 courses of treatment compared with after 1 course of treatment RLA grading difference was statistically significant (P < 0.05),three groups after 3 courses of treatment compared with after 2 courses of treatment RLA grading difference was statistically significant (P < 0.05).Three groups after 1 course of treatment total effectiveness rate was no statistically significant difference(P > 0.05).Group A and group B after 2,3 courses of treatment total effective rate was significantly higher than that in group C [73.33% (22/30) and 66.67% (20/30) vs.46.67 %(14/30),93.33% (28/30) and 86.67 %(26/30) vs.60.00 % (18/30),P < 0.05],group A was higher than group B,but there was no statistical significance (P > 0.05).Conclusions Hyperbaric oxygen comprehensive therapy can effectively improve cognitive function in patients with traumatic brain injury cognitive impairment.After the injury,the earlier to start the hyperbaric oxygen therapy,the better effect it has,and the longer the course the better curative effect it has.
