Chinese medicine industrial internationalization has core impetus from human beings;to speed up Chinese medicine industrial talents training is the prerequisite of better and more quickly promoting national TCM industrial internationalization.The main training base of TCM talents is higher TCM colleges.The article analyses the status and main existent problems in national TCM higher education,pointedly puts forwards strategy of TCM higher educational reform needed in internationalization.
2.Implementation of Scientific Outlook on Development and Acceleration of Structure Adjustment in Medical Industry

OBJECTIVE:To provide reference for structure adjustment of medical industry. METHODS:The existing problems of medical industrial structure and urgency of structure adjustment were analyzed by retrieving related literatures and society survey. Based on the scientific outlook on development,the principle and points to which should be paid attention were put forward and suggestion was also given. RESULTS & CONCLUSIONS:It is necessary to adjust medical industrial structure. The measures should be conducted such as improving concentration ratio of medical remarket,optimizing industrial policy,accelerating merge and recombination of enterprises and promoting the growth of concentrated enterprises.
3.Building and application of the public welfare evaluation index system for public hospitals

Building a systematic public welfare evaluation index system for public hospitals is key to scientific evaluation of the public welfare positioning of public hospitals and enhancing their public benefit orientation,along with references for government decision making on macro health policies.The indexes were screened and pinpointed in two rounds of Delphi expert consultations,and index weights were determined with the variation coefficient method,initially building a public welfare performance evaluation index system for such hospitals,including eight class-1 indexes and 20 class-2 indexes.Outcomes of the system prove that the public welfare performance indexes of the two hospitals evaluated rise year by year from 2008 to 2010.
4.Analysis of the Equity of Health Resources Allocation of Traditional Chinese Medicine in China Based on the Agglomeration Degree

Objective To analyze the situation and change trend of health resources allocation of traditional Chinese medicine (TCM).Methods The agglomeration degree is used to analyze the situation and change trend of health resources allocation of TCM in different regionS.Results The regional disparity of health resource allocation of TCM is large,and the equity of health resources allocation according to geography and population needs to be further improved and optimized.Conclusion The availability of health resources of TCM should be improved,and the diversified needs of TCM in different regions be met.
5.Impact analysis of public hospital corporate governance on their public welfare

Objective To explore the influence of corporate governance at public hospitals on their nature of public welfare,in order to provide reference for promoting the reform of public hospital corporate governance.Methods Hypotheses of such impacts were raised by means of literature review. 460 questionnaires were collected from site survey,and four factors of public hospital corporate governance were used as independent variables,and five factors of the public welfare performance as dependent variables,for a correlation analysis and multiple linear regression analysis.Results A clear correlation is found among medical service level,and decision-making mechanism,the mechanism of key employees recruit/evaluation/incentive and their constraints (P < 0.05 ).Completion status of public health services is significantly correlated with the mechanism of recruit/evaluation/incentive and constraint,and their supervision mechanism as well(P <0.05).Medical technology level and cost of medical services are significantly correlated with decision-making mechanism.Conclusions In consideration of public hospital corporate governance,such mechanisms as decision-making,supervision,recruit,evaluation,incentive and constraint for key employees play a key role for public welfare performance.It is recommended to promote the hospital corporate governance reform from the above aspects.
6.Empirical study on the relationship between hospital governance structure and social responsibility

This paper sampled 79 TCM hospitals above county level in Jiangsu Province for research.With hospital ownership,board governance and hospital directors as three dimension of internal governance structure,the multiple regression model was used to investigate the impact of such structure on its social responsibility performance.Education level,number of hospital directors,and their values are found to be significant factors on their social responsibility performance.
