At present it is imperative to discuss not only the rightness or wrongness of specific health policies but moreover the problems in the mechanisms of health policy formulation.Specific policies are like products whereas mechanisms of formulation are like machines,which determine to some extent the quality of the products.To be successful,health reform must be based on scientific and rational decision-making;to achieve scientific and rational decision-making,it is necessary to be fully aware of the difficulty in ensuring the success of reform,discard the experience-based model of decision-making,and set up and observe procedures and regulations for complex decision-making.Those are the prerequisites for the success of health reform.The paper also discusses the procedures and regulations that must be observed in the decision-making process of health reform.

ATP-binding cassette (ABC) transporters are the largest transporter families in human bodies; they are widely distributed and have complex functions. ABC transporters can mediate the translocation of various substrates on the cell membrane. This paper summarizes the structure, classification, function and action mechanism of ABC transporters and the research progress of ABC transporters in AD in recent years, and discusses the future research direction for preventing and treating AD in this field to provide new ideas and references for the prevention and treatment of AD.
