The Ministry of health of Vietnam has considered to apply the information technology (IT) and establish the health information system. The MOH also considered to set up the National health and medical information system as well as strategy of development, objectives, service products and solutions for this system.

Background: Information technology plays an important role in the developmental process. Activities of the Vietnam health sector mainly provide social services so that the investment in application and development of information technology has met various difficulties and constraints. Objectives: This study aims to discover the real status and resolutions in state management on health information technology. Subjects and method: Research performed on 144 state organizations involved in the health sector in Vietnam, with 403 surveys between 2006 and 2007. The data were collected and analyzed by SPSS 10.0 software. Results: The state management capacity on information technology in the health sector remained weak and contains shortcomings. The health sector had no overall plan for applying and developing information technology; 43.8% of surveyed organizations have no special division for IT; 34.7% have no IT specialist. The investment effect was not high enough yet, up to 62.5% of surveyed organizations have LAN but only 42.4% have specialist management of software. There are no procedures for monitoring, surveying and assessing the effect of IT activities in the health sector. Conclusion: Real state of management on IT in the health sector still face many difficulties and ineffectiveness due to the orientation for application of IT development in the health sectors is still unclear.

The development of Information technology affects the medical field a lot. Even though the PACS is developed for filmless hospital, the initial cost is very high and the investment effect is not clear yet. The purpose of this paper is to develop a costeffective hospital PACS which can be integrated with existing hospital information systems. Even though the PACS is developed for small sized hospitals, it has all the important functions of the large-scaled PACS system can provide such as image processing, clinic and patient information management, image file transfer through communication, and report generator functions for various types of hard output. Also, the developed system is designed for future expansion and compatibility with other hospital information systems.

OBJECTIVE: Clinical trials are the most time-consuming and expensive part of the drug development process. Clinical Trial Management Systems (CTMSs) help sponsors of clinical trials manage all aspects of planning, performance, and reporting. Most conventional systems provide data processing functions using database management system (DBMS) procedures, which cause DBMS dependency problems. Thus, it is hard to handle the system by researchers who are unfamiliar with database. It is also difficult to share Electronic Case Report Forms (eCRFs) between institutions because conventional systems rely on specific software. METHODS: PhactaManager was developed for solving these problems by introducing an XML Layer in the application tier using an Entity-Attribute-Value model in the database tier. RESULTS: PhactaManager is a three-tier clinical trial management system that has an XML layer. The XML Layer provides a common DBMS independent eCRF document processing platform. Also we developed XML based eCRF Grammar to describe eCRF documents. The XML data elements described by eCRF grammar was constitute to eCRF by PhactaDesigner which an eCRF document design program. CONCLUSION: We achieved DBMS independency by implementing the XML Layer in PhactaManager. The Development of the eCRF Grammar enables the standardization of eCRF design, data correction and data sharing in multicenter clinical trial.

Recently, the health sector of Viet Nam has gathered important achievements. Especially, several scientific-technological achievements has been developed and applied successfully in health, take the medical science of Viet Nam to keep pace with that of other regional countries. These involve endoscopy, color ultrasonography, three-dimensional ultrasonography, coronary angiography and stent, nuclear magnetic resonance imaging, in vitro fertility (IVF), bone marrow and kidney transplantation. It is showed that information technology has motivated the development of different sciences, especially the medical science.
