1.Research on the Differences in Perceived Benefits of Telemedicine Services by Medical Staff of Both Invited and Inviting Parties

Objective To explore the differences in the perceived benefits of carrying out telemedicine services between medical staff as invitees and inviters,and to provide theoretical basis and suggestions for optimizing telemedicine collaboration and benefit patterns.Methods The questionnaire survey was conducted with 997 medical staff around the roles and perceived benefits of telemedicine services,and correlation analysis,multivariate linear regression,univariate analysis of variance,and logistic regression were used to explore differences in medical staff's perceived benefits of conducting telemedicine services.Results Regarding the perceived benefit of reputation,the invited party believed that carrying out telemedicine services could publicize and enhance personal influence(OR=1.771),and could enhance the influence of hospital(OR=1.455),while the opposite was true for the invited party(OR=0.737).Regarding the perceived benefits of capacity enhancement,the invited parties believed that carrying out telemedicine services was not conducive to enhancing their personal capacity to diagnose and treat difficult cases(OR=0.651);and as an inviting party,they believed that it was conducive to the development of their hospital's discipline(OR=1.317).Conclusion The invited party mainly focuses on the perceived benefits of reputation,while the inviting party mainly focuses on the perceived benefits of capacity enhancement.Both have complementary perceived benefits,but there may be a game of interests,so it is necessary to optimize the participation incentive mechanism,operation mechanism and performance evaluation mechanism of telemedicine services around the motivation of the invited party and the difficulties of the inviting party.

Objective:To explore the policy synergy of 71 Diagnosis-Intervention Packet(DIP)pilot cities from the perspective of policy synergy at both the national and provincial levels.Methods:Policy evaluation dimensions were constructed by text mining method,and the surface plots of policy consistency were drawn by the Policy Modeling Consistency Index(PMC),and the degree of policy synergy between each city and national policies and with cities in the province were calculated by correlation analysis.Results:Different levels of policy in pilot cities and the policy differences among pilot cities mainly focus on policy disclosure,core elements,and infrastructure,at the central level,most cities maintain a high degree of consistency with the state in terms of policy nature,management measures,infrastructure,and policy evaluation,and the policy timeliness,policy perspective,and core elements still need to be improved;at the provincial level,cities within the 20 provinces show characteristics in low level of complete synergy,high level of close synergy and differentiated partial synergy.Conclusion:The 71 DIP pilot cities have established a preliminary policy system,but there are still more cities with missing policies and a lack of coordination.In the future,efforts should be made to advance the policy development process,promote the improvement of the policy system,and promote coordination among pilot cities in policy implementation.
