Policy Making*

Health policy is the governmental decision contained with the objectives to achieve the desirable health and the tools to achieve them. The academic journal in health policy could be involved in all stages of the health policy process–agenda setting, policy making, policy implementing, and policy evaluating. ‘Health Policy and Management’ has been undertaking the role of an academic society in health policy. ‘Health Policy and Management’ will strengthen its role in health policy.

The purpose of this paper is to produce a policy decision making model most appropriate for formulating mental health policy in Korea. This research will also illuminate the legislation process and make accurate predictions about the revision process of the Mental Health Act. Using the Allison Models, we analyzed the legislation process of for the Korean Mental Health Act from the 1980s to 1995, which was largely divided into two periods. We applied the three types of model to each of these two periods. The results of the comparative analysis show that the process of the Mental Health Act enactment can be explained through by each of the three types of Allison models and that there is no dominant model. However, the analysis shows that, compared with the 'Rational Actor' model, the 'Organizational Behavior' model and the 'Governmental Politics' model are better able to explain the decision making process compared to the 'Rational Actor' model.

Pharmacology is the study of the actions of synthetic or semisynthetic chemicals or naturally occurring substances on molecules, cells, tissues, and living organisms, as seen in physiological and pathological systems, seeking to establish order, pattern, and sequence among them, aiming ultimately to determine the rules by which pathophysiological information can be coded into molecules, allowing prediction of both beneficial and harmful consequences. Clinical pharmacology is the application, informed by an understanding of pharmacology, of all aspects of the study and use of medicines in humans, whose practitioners, normally medically qualified, teach, do research, frame policy, and give information and advice about the actions and proper uses of medicines in humans and implement that knowledge in clinical practice. Clinical pharmacology expanded in the UK during the 1960s and 1970s and maintained a steady state during the 1980s, but thereafter started to decline. Since 2006 this decline has been halted and partly reversed through the efforts of the British Pharmacological Society, by demonstrating the need for clinical pharmacology in clinical practice, teaching, research, and policy making, and bringing that need to the attention of medical colleagues, regulators, government, and the public. Efforts continue to maintain and enhance this recovery, using the VOICE paradigm, which involves improving and maintaining the Visibility of the specialty, Outreach to advertise its attractiveness to potential trainees and creating a public image for the specialty, Integration with other disciplines, encouraging Coverage of neglected areas, and the use of Emissaries, particularly younger members of the discipline, to promote it, both within medicine and in the wider world. Fortuitously, translation of the five elements of this paradigm into Korean, and back-translation into English, with the addition of a sixth element, provides a RECIPE for the future of clinical pharmacology and therapeutics.

Understanding the components of a Trauma Data Bank System (TDBS) is important, whether one is to use registry data for research or administrative purposes by an institution or a nation. TDBS has been designed to serve a number of purposes, including quality of life improvement, injury prevention, clinical research, and policy development. This review describes the history of trauma registry in the world and key components of TDBS. A detailed review of english-language articles on trauma registry was performed using MEDLINE searches. In addition, relevant articles from non-indexed journals were identified with Google Scholar. Since their beginning over 30 years ago, trauma registries have not fully been established in most developing countries. The following elements play key roles in the creation of trauma data bank: 1) study design, 2) inclusion and exclusion criteria, 3) collected variables, 4) registry software, 5) registry staff and training, and 6) data management strategies. By reviews in the articles, guidelines for the design and implementation of trauma registries are given. The final goal of this review is to make an application to establishment the futures of Korean Trauma Data Bank System.

BACKGROUND: The purpose of this study is supposed to figure out the keyword network from 2009 to 2018 with social network analysis and provide the research data that can help the Korea government's policy making on smoking cessation. METHODS: First, frequency analysis on the keyword was performed. After, in this study, I applied three classic centrality measures (degree centrality, betweenness centrality, and eigenvector centrality) with R 3.5.1. Moreover, I visualized the results as the word cloud and keyword network. RESULTS: As a result of network analysis, ‘smoking’ and ‘smoking cessation’ were key words with high frequency, high degree centrality, and betweenness centrality. As a result of looking at trends in keyword, many study had been done on the keyword ‘secondhand smoke’ and ‘adolescent’ from 2009 to 2013, and ‘cigarette graphic warning’ and ‘electronic cigarette’ from 2014 to 2018. CONCLUSION: This study contributes to understand trends on smoking cessation study and seek further study with the keyword network analysis.

PURPOSE: The purpose of this study was to project supply and demand for registered nurses to the year 2015 and to make recommendations regarding nurse manpower planning for the 21st century in Korea. METHODS: The supply of nurses was predicted using a baseline projection and demographic methods. The demand for nurses was forecasted by the derivative method. RESULTS: Projections indicate there will be an oversupply of nurses based on the current productivity. However, there will be under-supply if predictions are based on the standard for nursing staff established by the medical law and the optimal productivity derived by the patient classification system. CONCLUSION: Korea needs more practicing nurses. One way to increase the number of practicing nurses is to increase the number of graduates. However, considering the low retention rate of nurses, a better way to solve the nurse shortage problem is to develop strategies to recruit and retain nurses.

The aim of the current study is to investigate plans for improvement of psychiatric departments in university hospitals of Korea. We examined the operation situation in the department of psychiatry in university hospitals of foreign countries. In addition, consultation conferences with experts were conducted. To improve the situation of the department of psychiatry in university hospitals, policy development, expansion of psychiatric fields, strengthening of education and research, and support from government may be necessary.

OBJECTIVES: Previous studies have been limited to the use of cross sectional data to identify the relationships between nicotine dependence and smoking. Therefore, it is difficult to determine a causal direction between the two variables. The purposes of this study were to 1) test whether nicotine dependence or average smoking was a more influential factor in smoking cessation; and 2) propose effective ways to quit smoking as determined by the causal relations identified. METHODS: This study used a panel dataset from the central computerized management systems of community-based smoking cessation programs in Korea. Data were stored from July 16, 2005 to July 15, 2008. 711,862 smokers were registered and re-registered for the programs during the period. 860 of those who were retained in the programs for three years were finally included in the dataset. To measure nicotine dependence, this study used a revised Fagerstrom Test for Nicotine Dependence. To examine the relationship between nicotine dependence and average smoking, an autoregressive cross-lagged model was explored in the study. RESULTS: The results indicate that 1) nicotine dependence and average smoking were stable over time; 2) the impact of nicotine dependence on average smoking was significant and vice versa; and 3) the impact of average smoking on nicotine dependence is greater than the impact of nicotine dependence on average smoking. CONCLUSIONS: These results support the existing data obtained from previous research. Collectively, reducing the amount of smoking in order to decrease nicotine dependence is important for evidence-based policy making for smoking cessation.
