Quality assessment of disability statistics in Mongolia

Abstract:
BACKGROUNDThe disability statistics is very poor in Mongolia. Only biggest statistics is National Censusof 2010. Community based rehabilitation program for the persons with disabilities register thepersons with disabilities by the family and somon doctors using house-to-house method (Trainingin the Community for People with disabilities, WHO, 1989, Geneva). The disability is classified onthe disease based (ICD 10). The loss of working ability is major criteria to describe the disabilitythrough the joint order of Ministry of Health and Ministry of Population Development and SocialProtection. In this research the disability statistics (2005) conducted by Ts.Chuluunbaatar andSh.Erdenetsetseg with financial support of AIFO have been compared with the National Census2010 (National Statistics Office, 2011) in terms of the disability prevalence level, percentage ofthe disability growth, find out the reason of incorrect information regarding the disability dataand contribute to have a concrete disability statistics.According to the survey, 3.9% of the total populations is persons with disabilities in thecountry and the prevalence level increased in Bayanhongor, Bulgan, Gobi-Altai, Dornogobi,Dornod, Dundgobi, Zavhan, Umnugobi, Suhbaatar, Selenge, Tuv, Uvs, Hentii, Darhan-Uul, Orhon,Gobisumber aimags and Ulaanbaatar city. Studying the growth of persons with disabilities inregions using statistics methods called “dynamic row” in five and one year, the speed of growthof state average is 36.3% in five years duration, which shows that 50.0 per cent in centralregion, 44.5 per cent in Ulaanbaatar city and 39.8 per cent eastern region, higher than the Stateaverage. There are several reasons that the number of persons with disabilities is less than globalstatistics. For instance in Mongolia the main registration method is based on diseases. Accordingto the disability definition the person who has disability type, but working is not registered asperson with disability. The Disability Commission describes the person’s disability level on thebasis of their diseases. When the person with disabilities reach to the age of pension they areunable to be described by the Disability Commission because they are over the working age andunable to receive pension from the State.RESULTSThere are high prevalence of diabetes, cardiovascular diseases, cancer and mental healthproblem among the general populations. Majority of these conditions appear with otherdisability types. 66.5% of the persons with disabilities, who are living under poverty line, havechronic conditions.Number of vehicles increased in urban and rural area, high migration from rural area to urbanarea, high density in central area. Weak city planning, low light in the street, high numberof unemployed people, and alcoholism is increased in the country. But the current collectedstatistics do not satisfy the basic needs of the country.CONCLUSIONThe research aims to describe the dynamic trends of growth and decrease of the disabilityand suggest idea to improve the disability statistics.
