- Abstract: Public participation is an indispensable link in the public health emergency management system, as well as a dynamic factor and a cornerstone. It undertakes the functions of early warning, emergency response and publicness maintenance, so that it values in improving the effectiveness of public health emergency management. The main paths to realize the value of public participation in the public health emergency management system are to be the gatekeepers of public health early warning and surveillance, the participants of the management and support of public health emergency prevention and control. It is a complex system to establish and improve the national public health system. Our society should pay attention to and give full play to the value of public participation.
