Abstract:
In Mongolia, there are a total of 47 429 health workers and staffs in the public and
private health organizations and other medical sectors. The health care workers in the
public health organizations depend on civil service employees, their salaries are determined
in integrated procedures accordance with the related law. For instance, the
salaries for public health service staffs /PHSS/ estimated to be MNT 434 630 up to MNT 824
886.The minimum wage in Mongolia has been estimated to be MNT 240,000 in the statistics
in 2017. As of 2015,316 patients was for per capita doctor, 267 patients for per capita
nurse. As labor environments of the medical sector workers depends on the difficult,
hazardous situation. It’s so doubtful whether the current pay roll of medical professionals
working in the health sectors is in compliance with their job evaluation, valuesь in reality.
Therefore the reason I’ve chosen the topic for my research which is related to their labor
status, wages for the medical professionals.
The goals of the research work, to research the legal regulation which is regulating
medical professionals salaries and wages, to clarify whether it’s available to increase
the salaries through the regulations. The novelty can be the wage-related issues are
researched in its labor law and public administration. As the medical professionals depend
on civil service employees, the research resource, I have used the statistics information
in Statistics Review about Components of civil servants movement which is
produced by the Public Service Board, in review of health Indicators – 2015 which is
produced by the Health Development Center. Although, there are also many research
tools including valid laws serving nationwide, normative acts which is complied with universal
approved by Mongolian government, some political solutions for research, and
other regulations for state civil services. The Medical staffs’ salaries in Mongolia is relatively
low compared to other countries.
Therefore, in order to increase medical professionals salaries, it’s required to be made
amendments in the medial law by the government resolution. Or another may to resolve
wage issues can be to earn salaries based on Performance Agreement, that means
medical professionals salaries payroll impact with their work results in my research.
