Abstract:
There are certain historic bank and realistic reasons for physicians"going moonlighting" in China.For one thing,doctor's "going moonlighting" meets patients need and increases physician's income.For another thing,it brings us with some negative effects,such as medical accident and depute on knowledge copyright,evading or dodging taxes,etc.Therefore,it has important practical meaning to solve the"going moonlighting" problem from the angle of ethics and law.Right now,there are serious divisions between current state and related law and regulation,which are shown by that physician's working at sole place but with part-time job permission,and it's difficult to deal with medical accident.So the writer suggests: we showld use the experience of other countries for reference,that is,practising permiting part-time physician,formulating standard of inviting medical institute,opening the whole life work-banned system of certified physician,promoting physician's sense of profession duty,building up basic information database of national certified physician,regulating patients' rights and duties,etc.
