Abstract:
The core of ethics is human rights, furthermore, the kernel of human rights in modernism are freedom, equality and humanism. The construction of the new rural cooperative medical system is an effective method to guarantee peasants' human rights, to allot medical resources reasonably and to develop economic society.The new cooperative medical system has been carried on over China since 1996. It played an important role in the promoting of hospitalization in rural area and establishing the primary medical system. Yet it needs amelioration because of its deficiency.
