Abstract:
The reform of the health since 80 s. Lead by theory,appeared a transit from the dispassion first to the efficiency first.This transit palliated the contradiction of supply and demand in the medical treatment shortage.It satisfy the people's demand about health protection but did not resolve the deep contradiction,So we ned ethical reconsider at health policy.
